ie residents of the azea adjacent to or neat the College of St. Catherine have submitted a petition for residential parking
with Chapter 168 of the Saint Paul L,eaislative Code; and
WIIERE the Council of the City of Saint Paul finds that the aforementioned residential azea does not have sufficient off-street
pazking to sa accouunodate the residential pazking needs of the residents and the parking needs of non-residents. The Council
further finds the uent parking of vehicles in the residential area by these non-residential users has created problems of a safety,
environmental and a thetic nature.
7 THEREFORE, to enhance e quality of life in xesidential azeas by reducing noise, traffic hazazds and litter; to reduce air pollution
8 and other environmental facto and to preserve the safety of children and other pedestrians; to preserve the chazacter of this district
9 as a residential district and to pro ct [he residents of these areas from unreasonable burdens in gaining access to their residences;
10 NOW, THEREFORE BE IT RESOLV�, that the following pazking regulations shall be in effect in the residential area near the
11 College of St. Catherine: �`0
12 Revise Except by Permit or unless otherwise po d, No Pazking S:OOAM1L:OOPM, Monday through Friday, and No Parking
13 8:OOAM-Noon, Saturday, Except Holidays, Area 1 to No Parking 8:DOAM-7:OOPM, Except Holidays Except by Pemut, Area 12 on
14 the following blocks:
15 West side of Prior Avenue from Randolph Avenu o 7ames Avenue.
16 Both sides of Priar Avenue from James Avenue to P ce Avenue. �
17 Both sides of Howell Street from Randolph Averme ro alace Avenue.
18 Both sides of Kenneth Street from Randolph Avenue to P ce Avenue.
19 Except by Perxnit or unless otherwise posted, No Parking 8:OOAM-4:00 , Monday through Friday, 8:OOAM-Noon Saturday, Except
