Presented by
1 WHEREAS, pursuant to Council File #86-1124, residentiai permit pazking was previously instituted on behalf of the
2 residents residing in the University of St. Thomas College azea in accordance with Chapter 168 of the Saint Paul
3 I.egislative Code; and
4 WHEREAS, the Council of the City of Saint Paul previously found that the aforementioned residential area did not have
5 sufFicient off-street pazking to accommodate the residential parking needs of the residents as well as the parking needs of
6 non-residents who use non-residential facilities in the azea which lack sufficient off-street parking; and
WHEREAS, affected residents have subsequenfly submitted petitions requesting that certain permit parking restrictions
be installed on these blocks;
9 WHEREAS, Public Works staff has investigated the basis for the petition and concluded and recommended adoption of
10 the changes requested in the petiaon, especially because of the "safety" concerns;
11 NOW, TEiEREFORE BE IT RESOLVED, that the following pazking regulations shall be established in the residential
12 azea near the University of St. Thomas as follows:
13 Establish No Pazking 8AM-8PM Monday-Friday Except by Pemut, parking regulation on the following block:
14 Both sides of Summit Avenue from Prior Avenue to Howell Street (east property line of #1902 Summit Avenue).

BE IT FTNALLY RESOLVED, that these parking regulations will be in effect and be enforced thirty (30) days after City
Council approval.
