No. 243007, urgently requested the Pollution Control Agency of the State of Minnesota to deny to Northern States Power Company any permit to discharge waste from its Monticello Nuclear Power Plant, Monticello, Minn.esota, into the air or water unless provision was made for absolute and complete containment of radioactive wastes; and WHEREAS, This Council has received a letter directed to it dated June 14, 196g, from the Minn.esota Environmental Control Citizens Association over the signature of Robert Nelson, Chairman of the board of said association, together with an attached letter from said association also dated June 14 directed to the Honorable Harold LeVander, Governor of the State of Minnesota, the tenor of the letter to Governor LeVander being in the nature of a request to the governor to direct the Water Pollution Control Agency to recall the waste disposal permit heretofore granted by said Minnesota Pollution Control Agency to said Northern States Power Company permitting discharge of radioactive matter at the aforesaid Monticello plant, and the substance of the aforesaid letter to this Council being a request by said Minnesota Environmental Control Citizens Association to go on record in support of the recall of the waste disposal permit granted by the Pollution Control Agency to Northern States Power Company pertaining to its Monticello plant; now, therefore, be it RESOLVED, That the Council of the City of Saint Paul hereby reiterates the position previously expressed by it that it is opposed to the issuance of any permit to Northern States Power Company which permits said company to discharge waste from the Monticello plant into the air or water unless provision is made for absolute and complete containment of radioactive wastes therefrom; be it FQ APPROV D � � ca.,.�.. � /�s . In three different levels of dischar�e alloned, we have found even the most stringent limit to be ef an alarming ma�nitude. We are convinced it representa aa imnediate hazard to the people living in the vicinity. It is not, however. the ecope or intent of thia letter to get into euch a discuasion. Facilities for monitoring the quality of the receiving waters s`all be provided and used as requested by the Agency. Results of the monitoring s�`�ali be reported to ttie �gency at monthly intervals. �. The company shall cause to be made without cost to the s�o�e , ;.e:.�- nic3? s�udies and investigations of the biota �nd guality �nd rei�;,�d �atz�rs pzriaining to the waters of the state which receive the plant efr"lu�.:ts, or which are in the immediate vicinity of the plant, as may be requested 5y t„� Agency. The comp�ny shall expe�iitiously make any changes in w�ste di��o�al ,:�oni�o:ing, a�d reporting practices, and provide any additional trea;.r;,ent ��a:�s c: di�NOSal systems or other safequards for the prevention of pollution c� the envir�nment upon the request of the Agency. 11. Li�uid subs�ances which could cons�itute a source of poilution c° th� waters o` the state shall be stored in accord�nce with r�r�ulaticn l�r�� 4. G�her wa�tes as defined by Minnesota statutes, section 115.Q1 , sub�ivisic� 4 , shall r,ot be deposited in any .manner such that the �am� may be likely to cain �rtry ;nto these w�ters. In any ca,e where such substar,ccs, eithe: i�tiu�� or solid , as a result of accident or natural ca�astrophe should g�in En�ry int� �,�y w�ters of the state , it shall be the responsibility and duty of�h� ccr;.e�y to in,°arm the Agency in the q�:ckest time pos�iCle and immediately :eTove �nd r�cover all such pollutional substances to the fullest extent reasonabiy possible under existing conditians. 12. The industrial or other wa�te effluents as dischar�ed �hail ccr�aly with any 3nd all applicable requirements of effluent standards or rive: classifications and standards which may he adopted by the Agency for this type of source and/or for these waters in the future. Special Con�itinns Rel�tinc� to R�dioactive Wastes �. It is the policy of the Ar�ency that all radioactive pollu�ion �r the environment shall be held to the lowest level that is attainahl� �;i�h�� �he limitati�ns impo�ed by technoloc�ical feasibility ard econonic r��,�L�,��:.e- ne��. In no case shall members of the public be exposed to radia�ien beycrd the lirnits recommended by the International Commission on Radiologi.:al �'r�- �ec�ie�. In addition, the actuol levels of radiation exposure o` m�:rnbers c� �he public shall be kept as far below tho�e limits as po�sible, censisten� with technologicalfeasibility and rea�onableness of cost. � . . 2. In keeping with the above policy of the Agency , all pr�ctical m�asures for treatment , control and containment of radioactive �1:C1JbLS fr�n the �'�a�ticello nuclear ge�erating plant of the Northern Stat�� Power Co�?�:�y sha�l be emaloyed for the purpose' of preventing the release of ra�ioactivi�y to the environment. Such measures shall include at least, but not be lir�ited to: ' (a) all measures for the treatm�nt, control and co�tain�en-;. of iiquid and gaseous radioactive effluents that are indica�ed i� the Final Safety A�alysis Report of the Northern States Pcwer Ccmpany, Unit 1, Monticello nuclear generating plant; and . . 5 . � (b) routine removal of r�riioiodine �nd haloc�en� frcm the g;,;eou� effluent� to the full extent feasible , thc der�ree of trc�tm��nt �nd rr.mov�l t�cing at le��t th� c:quiv�lent of th�t pro- vided by effectiva activated charcoal filtration of the entire , air ejector offgas �l�w; and (c) routine ion exchange treatmen� (Powdex demineralizaticn cr equivalent) of the combined low purity w��tes (primarily frc�;� floor d:ains) and the ncutr�lized chernical wa�te� (prirnariiy f:orn l�hor:�tory dr�ins and shop decontamination solution drains) . 7he ccmbined estimated flow .is 8,000 gaT/day; and (d) initial inspection of f uel rods for surface cont��ina- tion with uranium before use in the reactor.� and deconi�nin�tinn cr rE�nlacement of fuE:l rods that have detectahle or si,nific��nt �Tcu�i� Of uranium on their external �urfac��, so a� to p-rev�nt t`e use of such f uel rods in the reactor.
