RESOLVED, That the proper City officials are hereby
authorized and directed to enter into a lease agreement with '
the Housing and Redevelopment Authority of the City of Saint Paul,
Minnesota, for the lease of premises at 632 Selby Avenue, to be
used as a Police Com�nunity Relations Offi�e, a copy of which is ,
attached hereto and made a part hereof by reference.

AGREEMENT
TH25 AGREEMENT made and executed this day of , 196�,
by and between the '
HOUSING AND REDEVELOPMENT AUTHOR2TY
OF THE CITY OF SAINT PAUL, MINNESOTA,
a public body corporate and politic
duly created, organized and existing
under the laws of the State of
Minnesota, hereinafter designated as
the "Authority"
and the
CITY OF SAINT PAUL BUREAU OF POLICE,
hereinafter designated as the
"Bureau"; and
WHEREA5, the Authority desires to assist the Bureau in promoting and encouraging
an office of community liaison with that Bureau; and
WHEREAS, the Bureau desires to render service, provide information and referral
service to the residents of the Summit-University Area;
NOW, THEREFORE, in consideration of the premises and the several agreements
hereinafter set forth, the parties hereto agree as follows:

2. The Bureau hereby covenants as follows:
(a) Without any charge to the Authority for the services it is to render, the
Bureau shall provide to all residents and inhabitants of the Summit-University Area
information and referral services. These said services sha31 include but are not
limited to the following:
(1) Promote and coordinate informational services and educational services of
the Department of Public Safety, Bureau of Police;
(2) Promote programs to develop neighborhood pride and civic participation
of the residents of the 5ummit-University Area;
(3) Provide such direct and indirect services as the Community Relations
Office will provide and are needed by the residents including, among others,
(a) Community Referral Center
(b) Youth recreational activities
, (c) Individual counseling
(d) Activities and services invliving residents of the Summit-University
Area;
(e) Conduct home visitation programs to residents.
(b) The Bureau agrees to make no claim against the Authority arising out of the
use and occupancy of the premises and to hold the Authority harmless and defend the

Dear Lieutenant Fahey:
Transmitted herewith find an Agreement proposed by and between the Authority and the
Bureau for office space and parking space at 632 Selby Avenue.
The only changes made in this draft would relate to the equal sharing of building
maintenance costs which had been previously been agreed to but not specifically spelled
out in the previous drafts of this Agreement. The signature is an authorized signature
for a lease of property within a renewal project. Please remit an original and one
carbon copy to the attention of the undersigned for internal processing.
I have been advised by the Authority's Property Maintenance staff that the space
desired is substantially available for you immediate. occupancy. In order to make
access to the property, please contact Mr. James L. Black, Jr. at 785 Dayton Avenue
or call him at 223-4741.
Should there be any further questions in this regard, please direct them to the attention
of the undersigned or call 223-4971.

6. No repairs or alteration� shall be made except with the knowledge and
written consent of the Authority. The Authority shall not be responsible for or be
required to make any repairs, replacement or maintenance of the premises or equipment
contained thereon.
