NEIGHBORHOOD STAR INVESTMENT INITIATIVE FUNDS
FOR THE 6' STREET GATEWAY PROJECT AND THE
DAYTON'S BLUFF GREENING PROJECT

WHEREAS, on September 3, 2003, the Neighborhood STAR Boazd reviewed a proposal submitted by
the Saint Paul Department of Public Works to finance the 6"' Street Gateway Project; and
WHEREAS, the proposal provides for the narrowing of East 6�' Street between Mounds Boulevard and
Mazia Street to provide for traffic calming; and
WHEREAS, on November 3, 2004, the Neighborhood STAR Board reviewed a proposal submitted by
the Community Design Center for the Dayton's Bluff Crreening Project; and
WHEREAS, the proposal will provide a sense of continuity and a more pleasant pedestrian
environment along the crucial East 7`� business corridor and will help to beautify a vacant parcel of property
on East 3` street in the Dayton's Bluff neighborhood, and
WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these
activities by providing $54,000 from the Ward 7 Neighborhood Initiative Investment Program allocation; and
WHEREAS, because these public improvement projects aze of substantial community significance, a
waiver of the STAR Guidelines in regards to the outside applicant and matching fund requirements is
recommended.
NOW, THEREFORE, BE IT RESOLVED, that upon the recommendation of the Mayor, pursuant to
Section 10.07.4 of the City Charter, the City Council does hereby amend the 2004 budget for the N.I.I.P.
program in the following manner:
