Dear Sir:
This is written in response to the application of Northwestern State
Bank for a permit to remodel or reconstruct an existing parking lot for
44 cars on property located on the north side of Minnehaha Avenue between
Arcade and Mendota Streets. This property is further described as:
Lots 23, 24, 25, 26, Block 3, Hill's A.ddition. ,
This matter was considered at the June 5, June 19, and July 17, 1969,
Board of Zoning meetings. This application was originally considered with
an appeal to waive an eight-foot buffer requirement on the same property.
The appeal was granted by the City Council on June 14, 1969. A.t the
July 17, 1969, meeting the staff reported that plans have been revised to
meet required design standards and the recommendations of the Traffic
Engineer. No one appeared in opposition.
Subsequently, the Board of Zoning found this application proper and
voted 5-0 to recommend approval.

A. HISTORY: A parking lot was approved for Lot 27 and an appeal to waive the 8` j
buffer requirement was approved on 12/26/57. A permit was granted for a �
drive-in banking facility on Lots 27 and 28 on 7/14/62. An appeal to waive '
the 8' buffer on Lot 24 was granted on 9/11/65. A permit for a 10-car parking �
. lot on Lot 25 was granted on 6/17/61. An appeal to waive the 8' buffer �
requirement on Lot 25 wss granted on 6/17/61. Plans were approved for an .
administrative parking lot on Lots 24 and 25 on 9/17/65. All lot descriptions ':
are in Block 3, Hill's Addition. An appeal to waive the 8' buffer area �
requirement on Lot 26 was granted on 7/3/69.
B. AREA ZONING: The area to the east, south, and wes,t is zoned Light Industry. �
Adjoining to the north is zoned Heavy Industry. ' �
C. DESIGN STANDARDS: New plans with suggested changes have been requested which� �
will meet required design standards and the approval of the Traffic Engineer.. �
D. FRONTAGE AND AREA: The parking lot has a frontage of 120 feet along Minnehaha � ,
Avenue and an area of 14,520 square feet.
E. TRAFFIC ENGINEER: The Traffic Engineer has requested some revisions in the � •
plan to regulate traffic flow. � ;
F. SITE CONDITIONS: The site is developed in part with a parking lot and drive-in;
facility. The westerly 40 feet is vacant and approximately 3 feet above the �
existing facility. A retaining wall will be required. '
G. AREA CONDITIONS: North across an alley is a large 3M parking lot. West are �
residential uses, and south is mixed cotmnercial end industrial uses.
