04-1090RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By Council File # ��� �� � Resolution # Green Sheet # 3024005 �� Referred To Committee: Date 1 WHEREAS, on January 12, 1988 the St Paul City Council approved procedure for re-allocafion of 2 Emergency Shelter grant Funds given to the City by the US Deparhnent of Housing and Urban Development 3 (HUD) (director entitlement funds); and 4 5 WHEREAS, the City Council authorized this same procedure to determine which non profit organizations to 6 recommend for fixnding under the State of Minnesota's Emergency Shelter Grant program; and 7 8 WHEREAS, the City Council created the Emergency Shelter Fund (CF 02-986) to function as seed capital 9 to create new, additional shelter and transitional housing beds; and 10 ll WHEREAS the City Council designated up to $50,000 per year for two consecutive years of Emergency 12 Shelter Grant fixnds to assist in the operation of the newly added emergency shelter or iransitional housing 13 beds 14 15 WHEREAS, in June 2004 the City announced a Request for Qualifications that invited non profit providers 16 of emergency housing, transitional housing and services to homeless populations to submit proposals for the 17 creation of new, additional beds to serve the homeless population; and 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 WHEREAS, the only viable proposal submitted would conflict directly with the primary site for a new baseball stadium; and WHEREAS, the Federal McKinney ESG (Emergency 5helter Grant Funds) are time sensitive and could be lost to local programs if not allocated and spent in a timely manner, and WHEREAS, the City issued a traditional Request for Proposals which invited eligible non profits to state how they would use ESG funds to serve Homeless in our city, and WHEREAS, on September 1, 2004 a review of funding requests was conducted in accardance with the approved procedure outlined by the City council for the Emergency Shelter Grant Review Committee (cf 88- 39), the following recommendations for funding were made: Ain Dah Yung 8,900 Catholic Charities Extended Hours Program 61,150 Catholic Charities Family Service Center 27,600 Catholic Charities Furniture Warehouse 6,650 Emma Norton Residence 13,350 Ethel Gordon Community Care and Shelter 10,750 Face to Face Youth Drop in Center 8,275 The Family Place 17,900 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 9 10 11 12 13 14 15 16 17 18 Home of the Good Shepherd RoseCenter House Calls/West Side Health Listening House LSS Safe House Project Home, St Paul Council of Churches Project Hope, SMRLS Community Sharing Fund, St Paul Foundation Theresa Living Center Twin City Community Voice Mail YWCA 3,500 28,000 19,600 22,116 26,725 19,600 29,000 8,900 5,450 16,000 0�- t� NOW, THEREFOR BE TT RESOLVED, that the City Council of the City of Saint Paul hereby defers its exercise of authority to place $50,000 annually from the 2004 cycle of Emergency Shelter Grant Program Funds into the Saint Paul Emergency Housing Fund, and reaffirms that authority for the 2005 cycle and extends that authority to the 2006 funding cycle of the Emergency Housing Shelter grant Program; and be it FURTHER RESOLVED that the City Council of the City of St Paul accepts and approves these recommendations for expenditure of Emergency Shelter Grant Funds; and be it FURTHER RESOLVED, that the City Council Authorizes the appropriate City staff to enter into the contracts with the above organizations in accordance with state and federal regulations; and be it FURTHER RESOLVED, that upon the recommendation of the Mayor, the City Council adopts the attached changes to the 2004 budget (See Exhibit A); and be it Resolved, that the City Council Approves these Changes to the 2004 Budget.
