Preliminary and Final Plat Approval for Pineview Builders - 1992 Grand Avenue
WIIEREAS, Pineview Builders, has submitted for City Council approval a preliminary and final plat for
subdivision of property at 1992 Crrand Avenue between Prior and Cieveland, into 3 residential parcels, 3
accessory lots and one outlot; and
WHEREAS, the appropriate Cit7 depariments have reviewed the plat and found that it meets the requirements
of Chapter 69 of the Zoning Code; and
WHEREAS, notice of a public hearing before the City Council was duly published in the official newspaper
of the City and notices were mailed to each owner of affected property including all property situated within
350 feed of the project property; and
WIIEREAS, THE City Councii held a public hearing on the proposed plat on October 6, 2004 where all
interested parties were given the opporhuiity to be heard and the Councii considered all the facts and
recommendations concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the preliminary and
fmal plat for Pineview Builders for creation of 3 residentiallots, 3 accessory lots and one outlot, subject to the
conditions that:
1. A granite monument be shown at the W 1/4 corner on th fmal plat; and
2. The applicant sha11 file a copy of the final plat and this Council Resolution approving the plat with the
Ramsey County Recorder's Office.

B. PARCEL SIZE: 9,600 sq.�ft. (.22 acres)
C. EXISTiNG LAND USE: Vacant
D. SURROUNDING LAND USE: To the immediate west, single-family houses; to the
immediate east, an 8-unit residentiai building; to the south, across the aliey, single-family
houses and one duplex; and to the north, across Grand Avenue, a mix of muiti-family and
single-family buildings.
E. ZONING CODE CITATION: §69.301 states that platting is required when a subdivision (1)
creates five or more lots or parcels each of which is 2'/z acres or less in size, or (2) requires
paved streets, alleys and other public improvements, or (3) is previousiy unplatted land.
§67.406 provides criteria for review of subdivision applications. These criteria are covered
below under "Required Findings.°
F. HISTORY/DISCUSSION: There was no zoning history found
G. DISTRICT COUNCIL RECOMMENDATION: None as of this report
H. REQUIRED FINDINGS: § 69.406 of the Zoning Code requires that all of the following
findings shall be made prior to approval of a subdivision:
1. All the applicable provisions of the Legislative Code are complied with. This condition is
met. The site plan has been reviewed and approved. City staff have reviewed the
proposed plat and have determined that all applicable provisions of city codes are met.
There is one technical change to the final plat required by the surveyor including:
a. A granite monument be shown at the W 1/4 comer on the final plat
2. The proposed subdivision will not be detrimental to the present and potential
surrounding land uses. 7his condition is met. The accessory will lots to be the site of
the garages, and back onto an existing alley. There are multi-family structures ta the
east and northeast of the site. AII other parcels in the area are built upon.
3. The area surrounding the subdivision can be planned and developed in coordination and
compatibility wifh the proposed subdivision. This condition is met. The area
surrounding the proposed plat is already developed and compatible with the groposed
plat.
4. The subdivision is in conformance with the comprehensive plan. This condition is met.
The subdivision is in conformance with the housing chapter of the Comprehensive Plan
which cails for creation of additional smalier units that meet newer market needs while
complementing existing Saint Paul neighborhoods (pp15-16).
5. The subdivision preserves and incorporates the site's important existing natura! features
whenever possible. This condition is met. The lots in the area are flat.
6. All land intended for building sites can be used safe/y without endangering residents by
peril from floods, erosion, continuously high water tabie, severe soii conditions or other
menace. This condition is met. The lots and surrounding area are flat and not in a flood
plain.

7. The subdivision can be economically served with public facilities and services. This
condition is met. The subdivision is served by Grand Avenue and alley to the south.
STAFF RECOMMENDATION: Based on required findings 1 through 7, staff recommends
approval of the combined plat at 1992 Grand Avenue, between Prior and Cieveland
Avenues
1. A granite monument be shown at the W 1/4 comer on the final plat
2. A preliminary and final plat needs to be submitted to the Ramsey County Surveyor's
Office for approval

�n June 18, 2004, you submitted an application for a combined preiiminary and final plat to create three
�esidential parcels, three accessory par�els and one outlot at 1992 Grand Avenue. City staff has reviewed the
�reliminary plat and has identified the fo(lowing issues:
I) The Iegai description of the properiy is incomplete. You need to include the west half of Lot i 3.
'} On the signature sheet the line for Yhe Mayor's signature should be eliminated.
The surveyor needs to show the underlying lot dimensions.
Our survey records indicate the two cast iron monuments (CIM) are actualiy iron pins. Their surveyor needs
to confirm what is actually in place and what was used to control his plat.
) This plat needs to be submitted to the Ramsey Counfij Surveyor's Office for their review also.
) The surveyor should be advised that no delayed monumenting of the plat is allowed. The Saint Paui
Subdivision Ordinance requires all irons be placed prior to the recording of the plat.
