1 WHEREAS, the City of Saint Paul benefits economically in marketing and promoting state-wide
2 attracrions and events taking place in the City of Saint Paul; and
4 WHEREAS, the Five Star New Year is an annual event that attracts Minnesotans to celebrate the New
5 Year in downtown Saint Paul and was created to keep a presence for Saint Pau] on New Year's Eve:

WHEREAS, 2004 will mark the first year of combining Five Star New Year with a Saint Paul Winter
Village Ice Rink in downtown Saint Paul with a Victorian theme setting beginning in November through
February;and
WHEREAS, both events are mainly free and open to the community as a whole; and
WHEREAS, the Winter Village promotes all holiday attractions as well as providing economic impacts
for area establisl�ments including area restaurants, the St. Paul Hotel, and the Ordway; and
WHEREAS, the City of Saint Paul will gain a great deal of visibility and recognition as a sponsor of these
events; and
RESOLVED, that the City Council approves the expenditure of $50,000 for the Saint Paul Winter Village
and $5,000 for the Five Star New Year and authorizes the proper city officials to enter into contracts
as necessary to provide such sponsorship.
