WHEREAS, Said Authority has demonstrated to the Council that there
is a need for such low rent housing which is not being met by private
enterprise and that a gap of at least 20°fo will be maintain.ed between
the upper re.ntal limits for admission to the proposed low rent elderly
housing, and the lowest rentals at which private enterprise is pro-
viding a substantial supply of decent , safe and sanitary housing,
through new construction and existin.g structures;

RESOLVED, That the Council of the Gity of Saint Paul, Minnesota,
does hereby affirm the determination that there is need for the low
rent housing project proposed in the Development Program for Turnkey
Construction of E,ow Rent Housing Project No. Minn. 1-lg which is
not being met by private enterprise and that a gap of at least 20°�0
will be maintained between the upper rental limits for admission
to the proposed low rent housing project and the lowest rents at

Gentlemen;
Transmitted herewith is a Proposed Development Program for Turnkey Construction of Low
Rent Housing Project No. Minn. 1-19, providing for the construction of 194 units of low
rent elderly housing by William H. Weitzman & Associates at the southwesterly corner of
Wabasha and Exchange Streets in the City of Saint Paul at an estimated cost for land and
improvements of $2,978,613.00.
The Council has previously approved a density w�iver for the undertaking of this low
rent housing project upon the recommendation of the Zoning Board.
In connection with the consideration of the Development Program submitted herewith, the
Authority requests that the Council reconsider and affirm its prior findings of need for
this low rent elderly housing, and the existence of the twenty percent rental gap here-
tofore ma.de by Resolutions Council Files No. 225558, 24Q735 and 243241.
Under the provisions of the Housing Act of 1937, as amended, the Council is advised that
the amount of ad valorem real property taxes this property would pay if privately devel-
oped and operated would be $57,505.96. It should be stressed that such private develop-
ment for elderly housing is highly unlikely. The estimated payments in lieu of taxes
(being ten percent of the net rent receipts) will be $7,200.00. The 1969 tax billings
for land and improvements on the site were $7,136.00.
The site, located at the southwesterly corner of Wabasha and Exchange Streets, contains
some 17,793 square feet, and tower construction of 194 units will permit the installa-
tion of a substantial landscaped area abutting the tower building. 116 efficiency, 77
one bedroom, and 1 two bedroom caretaker's apartment will be provided in the structure.
The turnkey developer, Mr. Weitzman, will acquire the site and construct the improvements
according to specifications and plans approved by the Authority and the City Architect.
Upon their completion, they will be purrhased by the Authority for operation as low rent
elderly housing.
The Authority respectfully requests your consideration and approval of the Development
Program.

HOUSING PROJECT N0. MINN. 1-19
WHEREAS , by its Resolution No. 65-8/18-5, adopted August 18, 1965,
the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota,
did, with the approval of the Council of the City of Saint Paul, Minnesota,
by its Resolution, Council File No. 225558, adopted October 13, 1965, de-
termine the necessity for and did approve an Application for Program Reser-
vation with the Federal Goverrnnent for 800 units of low rent elderly hous-
ing, which Application resulted in the issuance by the Federal. Goverrttaent
of Program Reservation No. 1-D for 500 units of elderly low rent housing
of which seservation 188 units remain to be developed; and
WHEREAS, by its Resolution No. 68-10/16-3, adopted October 16, 1968,
the Hous.ing and Redevelopment Authority of the City of Saint Paul, Minnesota,
did, with the approval of the Council of the City of Saint Paul, Minnesota,
by its Resolution, Council File No. 240735, adopted October 25, 1968, de-
termine the necessity for and did approve a further Application for Develop-
ment Reservation with the Federal Government for 800 additional units of
low rent` elderly housing, which Application resulted in the issuance by the
Federal Government of Program Reservation No. 1-G for 600 units of low rent
elderly housing ail of which remain to be developed; and
WHEREAS, the Authority has undertaken surveys and plans and completed
a Development Program for Turnkey Constructiott of Low Rent Housing Project
No. Minn. 1-19, which Development Program provides for the construction of
194 units of low rent elderly housing by William H. Weitzman & Associates
on a tract of land located at the southwesterly corner of Wabasha and Ex-
change Streets in the City of Saint Paul, County of Ramsey, State of Minnesota,
described. as follows:

Authority of the City of Saint Paul, Minnesota, that it hereby afrirms
its determinations by Resolutions No. 65-8/18-5, 68-8/29-3 and 68-10/16-3
that there is a need for the low rent housing proposed by the Development
Program for Turnkey Construction of Low Rent Housing Pro�ject No. Minn.
1-19 which cannot be met by private enterprise and that a gap of at Least
twenty (20) percent exists between the upper shelter rental limits for
admission to the proposed low rent housing and the lowest shelter rents
at which private enterp'rise is providing through new construction and
existing structures a substandard supply of decent, safe and sanitary
housing.
RESOLVED FURTHER, that the Development Program for T�rnkey Construc-
tion of Low Rent Housing Project No. Minn. 1-19, which Development Program
has been presented to and considered at this meeting and provides for
the constructi.on by William H. Weitzman & Associates of 194 units of low
rent elderly housing at the hereinbefore described site at an estimated
cost for land and improvements of $2,978,613.00 and the purchase and oper-
ation of said units upon their completion is hereby approve.d and the
Executive Director is authorized and directed to submit said Development
Program to the Department of Housing and Urban Development, Housing Assist-
ance Administration, for approval, with a request that the Consolidated
Annual Contributions Contract between the Housing Assistance AdministraCion
and the Authority be amended to provide for the development, purchase and
operation of Low Rent Housing Project No. Minn. 1-19, according to the
Development ,Program.
