WHEREAS, The Technical Committee o£ the Council studied
and reviewed the budget of the Minneapolis-Saint Paul Sanitary
District for the year 1970; and
� WHEREAS, The Technical Committee, by its report dated
July 14, 1969, recommends that the Council continue the existing
sewer rental charges for the year 1970, provided that if the
variable factors set out in said report, ineluding, among other
things, the possibility of the new Metropolitan Sewer Service
Board taking over the operation of the Minneapolis-Saint Paul
Sanitary District before January 1, 1971, pursuant to Chapter
449, Laws of 1969, and renegotiation of contract between this
City and its suburbs contemplated by Chapter 874, baws of Minnesota
for 1963 , as amended, require adjustment to the said rates, the
Council, by resolution adopted after August 1, 1969, should adjtzst
the sewer rental charges; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul adopt"s
the above-�ae�mtio��d report of its Technical Committee and does
hereby determi�e that th� basis for computation__for sewer rental .

charges to cover operation and maintenance expense of the Minneapolis-
5aint Paul Sanitary District, to be made and levi�d against property
served by the said District with respect to property both lying
within and without the corporate limits of the City of Saint Paul,

by the 5aint Paul Council by its Resolution, Council File No.
239766, adopted August 8, 1968; and be it

Gentlemen:
Ia accordnnce with your directi�, your Techai.cal Committee has studied
aad reviewed the bud�et of the Minneapolis-Saint Paul Sanitary District.
As you ]cno�,i, Metropolitan Sewage Legislation was adopted by the 1969 Stat�
Legislature. None of the facilities can be taken over prior to January 1, 1970 but
this take-over must be accomplished by January 1, 1971.
In a letter, James L. Hetland, Jr., Chairman of the Metropolitan Council,
addreseed to Mayor Byrne, he requested that each community and sanitary district pre-
pare its normal sewage budget for 1970. This has been done as requeated.
The total budget of the Minnea�lis-Saiat Paul Sanitary Diatrict for 1970
is $13,151,926.0�, aa increaae of $2,911,S24.OD over the 1969 budget of $10,240,102.00.
This iacresse may be summarized as follows:

In comneenting on the 1970 Sudget, the Sanitarq Dfetrict made this statement
relative to salaries and I quote:

' "The budget salaries are on the basis of the existing salary schedules.
Allo��ance for possible future Salary and 1r�age increases has been included
and is projected for a 19.5 month period (r:ay 16, 1969 - December 31, 1970)
on the basis of a 13.7°6 per year average increase e ulting from 50 major
labor contract settleanents reported early in 1969 �1� The 1970 budget
for Salariea and Wages is increased over the 1969 budget by $580,700 or
27.6�. This increase is due to salary increases since the 19b9 budget
was prepared in June of 196a, to the alla�ance for possible further
increases, and a consideration for the employment of 12 additional personnel."
The City's estimated share of this 1970 budget is 42.017e or an increase of
.3'0 over the 1969 perceatage of 41.71�. A summary of the City's share of the 1969
and 1970 budgets is as follows:

As has been the practice in prior years, �ae have assumed thst the capital
expenditures will continue to be finaaced from the proceeds of C-eneral Obligation
Bonds to be issued by the City. In regard to future debt obligations, Subdivision 2
of section S of the enabling legislation reads in �rt as follows:
"The board, upon asav�aing ownership of any such interceptors or treatment works, shall
become obli�ated to pa.y to auch local �overnnient unit amounts sufficienC �o pay when due
all a-emaining pr�acipal of and interest on bonds iasued by such local government unft
for the acquisition or betterment of the interceptora or treatment works taken over."

Based on these projections, a possible revenue shortage appears likely. It
should be borne fn mind that the pro,jected costs and revenues are predicated oa the
Sanitary District continuin� its operations for the full calendar year. No one knows
at this time when the take-over will become a reality or what Saint Paul's costs will
be under the Metropolitan Sewer Service Board.
Table 7 of the 1970 Budget of the Sanitary District shows that during the
pas� years, actual e�,-penditures for o�ration and maintenance were subatantially less
than the amount budgeted:

Uniess some unforeseen event should materially affect normsl procedures,
there is a �ood gossibilzty that ectual expenditures may be less £or 1970 than the
budgeted amount.
In reviewing the estimated status of the Sewer Rental Fund the following
variable factvrs should be considered:
1. Revised contract adjuetments with euburbaa coamiunities.

2. Current receipts set aside in�"Suspense't pending aettlemeat of revised
Suburban contracts.
3. Actual 1970 expenditures.
4. Date of take-over by the Sewer Service �oerd.
Taking these factors into consideration and afCer consultation wiCh the
Corporation Counsel's staff, your Technical Committee presents to you its recoa�menda-
tion on the 1970 Bud�et of the Sanitary District for revie�a and agproval:
In conformance w9.th M.S. 445.17 - Subdivisioa 5, approve this budget by the
adoption of a resolution authorizing a Sewer RentaZ Rate adjuatment. Such adjustment
to be effective at such time and at such rates as the status of the Sewer Rental Fund
indicates by a subsequent resoltuion of the City Council, when some or all of the above
vsriable factors have been finalized.
