on file and of record in the office of the
Register of Deeds in and for the County of
Ramsey, State of Min.nesota.

WHERE�S, Pursuant to resolution, Council File No. 244974,
approved July 22, 196g, a public hearing was duly held on Tuesday,
July 29, 1969, before the Council of the City of Saint Paul, said
hearing pertaining to the conditions of the structure located at
803 Reaney Street, Saint Paul, Minnesota; and
WHEREAS�. Upon the facts presented at the said hearing, con—
sisting of photographs, inspection reports and the recommendation
of the City Architee�t, it is found and determined by the City Council
that according to the records and files in the office of the Register
of Deeds, the last record own.er of the above—described pa�operty _is ,
Kenneth M. Reinhardt, and that there are no other lien holders of
record; that it is further determined that the above—described
building constitutes a hazardous building within the definition of
Minnesota Statutes, Section 463. 15, for the following reasons:
�'a. The building is standing vacant and is subject to entry
�un.authorized persons and to vandalism;
b. The exterior condition of the building is as follows:
The windows are ��mashed and�or missing; the exterior roof
covering is torn off; the front porch supports are rotted as is the
porch floor; the imitation asphalt stone siding is damaged and torn
loose; the chimney is completely collapsed; and the cornice trim is
rotted; and/or missing;

c. The interior condition is as follows :
The bathroom floor is rotted; kitchen ceiling plaster is
loose and falling; floors are sagging due to the rotting of the
structural support members, the wall plaster is smashed by vandals ;
the plumbing system is beyond repair. and vandalized as is the heating
system;
d. The building is unfit for human habitation and is beyond
reasonable repair;
e. The building constitutes a nuisance and a hazard to the
public peace, health, safety and welfare because of its physical� damage
dilapidatin.n, abandonment and inadequate maintenance; now, therefore,
be it
RESOLVED, That in accordance with Minnesota Statutes, Sections
463. 15 through�,' 463. 26, and based upon the foregoing fin�iings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Order:
ORDER
l. The owner of the above-described hazardous building shall make
the same safe and not detrimental to the public peace, health, safety
and welfare by having the said building razed and the materials there-
from removed from the premises within thirty (30) days from the date
of the service of this Order.
2. Unless such corrective action is taken to comply with this
Order or an answer served upon the City of Saint Paul and filed in the
Office of the Clerk of the District .Court of Ramsey County, Minnesota,
within twenty (20) days from the date of the service of this Order, a
Motion for Summary Enforcement of this Order to raze and remove the
said building will be made to the Ramsey County District Court.

3. In the event that the building is to be razed by the City
of Saint Paul pursuant to judgment of the District Court, all per—
sonal property or fixtures which may unreasonably interfere with the
razing and removal of this building shall be removed within ten
(10) days from the entry of judgment; and if not so removed, the City
of Saint Paul shall remove and dispose of such personal property and
fixtures as provided by law. .
4. If the City of Saint Paul is compelled to take any corrective
action herein, all necessary costs expended by the City will be assessed
against the above—described real estate and collected as other taxes;
and be it
FURTHER RESOLVED, That a certified copy of this resolution
and incorporated Order herein be served upon the last record owner
of the ai�ove—described property in the manner provided by law and
also upon other interested parties in the mann.er provided by law.

Inasmuch as a rehabilitation schedule has not been submikted
by the owner, it is the conclusion of the Bureau of Public Buildings that by
reason of inadequate maintenance, dilapidation, physical damage, unsanitary
cond,ition and abandonment, the above structure constitutes a hazard to public
health, safety and welfare. It is hereby recommended that the Council concur
in this conclusion and refer the matter to the City Attorney's office for
submission of this condemnation to the District Court.

Re: File No. 1959--803 Reaney
Gentlemen:
The Building Department is hereby submitting its report on
the condition of the property known as 803 Reaney Street, a single family
dwelling of frame construction, one and one-half stories in height. The
building is approximately 18 ft. wid.e, 32 ft, long and 18 ft. high. The Building
d.oes not have a basement. Our record,s ind.icate that this property has been
vacant since September, 1968, and. has been damaged by vandals to the e�reme.
The following is a list of specific items concerning the property.
The windows are entirely smashed or completely missing. The
exterior roof covering is torn off in several places. The front porch supports
are rotted as is the porch floor. The imitation asphalt stone siding is damaged
and torn loose in many places. The chimney is completely collapsed. The
cornice trim members are rotted and in some places completely missing.
The first floor contains four rooms and bath. The bathroom floor
is rotted and failing badly. The kitchen ceiling plaster is loose and falling in
some areas. The dining room is losing plaster from the ceiling, as is the
bed.room. The living room floor is sagging due to the rotting of the structural
support members. The interior wall plaster in the living room has been smashed
by vandals and the walls are smeared with paint.
The second. floor contains one room and at present is also in a
d.ilapidated condition.
The plumbing system is completely vandalized and no longer
capable of being repaired. The heating system consisting of one space heater
located in the living room has been damaged by vandals and must be considered
inoperable.
T'he legal description of the subject property is Lot 15, Block 54,
Arlington Hills Addition, and. the last record otvner is Kenneth M. Reinhardt.
