Hasslen, Jr. to relax the density requirements of the Zoning Code to allow construction of a nine unit apartment building on property of insufficient area. The property is located on the south side of Englewood Avenue between North Snelling Ave- nue and A�bury Street and is further described as West 9 feet of Lot 3 and all of Lot 4, Block 8, Hamline Plat. , ' This matter was considered at the August 21, 1969 Board of Zoning meeting. The staff reported that this site which was rezoned to "C" Residence in June, 1969 contains 11,972 square feet. The Zoning Code, however, requires 12,300 square feet for nine units resulting in a shortage of 328 square feet or 2.67 percent. It was also noted that the appellant's commercial use adjoining this site will require alterations to remain within the area properly zoned. Mr. Hasslen, the appellant, discussed the problems of the commercial use with the Board which subsequently voted 4 - 1 to recommend approval for this appeal to relax the density requirements of the Zoning Code. Mro Ryan summarized the staff report stating that the aite w�s zoned "C" Reaidence as of 6/28/69, and the 9-foot wide area ad3oining to the west was rezoned Comouercial. An appeal is needed becauae the area requirement for a 9-unit apartment building fs 12,300 square feet, whi.ch fs 328 square feet more than the site contains. The site is vecant, level, aad approximstely three feet above the grade of Englewaod Avenue and ebove the grade of the property to the weat. The larger area is occupied by mixed-density reaidential uses. Mr, RyAn submitted a picture of the site--va�ant area--which was passed around to the Zoning Board m�mbers. Mr, Ryaa said �here are two pointa whihh may prove a difficulty in developing the site: �.j there is an overh8ng which will have to be removed, and 2) there are some Ioading doors at the back of ' the property to the west which necessfta�es using part of the "C" zoned property to uaeo Mr, Maietta asked how high the overhang is, and was to�d 1�-12 feet. Mr. Hasslen, the spgellant, said a truck can be backed onto a drive on the Ca��nercial land, and will be in the apartment drive. Ae said he wo�ld use a fork lift trucic to load oa his property to the west. Mr, Gad2er was concerned with a "dust collector10 (overhang) on the site, and was told it is to be ramoved aince iC is not in use. He also esked �bout greenery around the area. Mro Gadler said people shouldu't live there if a buaineas ia going to be xunning adjacent to the apartment bnilding, since the driveway will be used for fork lifts, etc. Mre McPartlin moved foz approval of the appeal, and Mr, Maietta seconded the motion.
