RESOLVED, That upon and pursuant to the pertinent
appeal, under the Zoning Code, by Dan.iel P. Primoli,
owner of the subject real estate, situate in the City
of Saint Paul and described as Lots 1, 2, 3, Block 4,
Denslow' s Rearrangement of Lots 5, 6, �, 8, 9, 10, 11,
12, Block 2, Lots g, 10, 11, 12, 13, 14, 15, 16, 17,

that the provisions of said Zoning Code hereby are
determined and varied as and to the exten.t necessary
therefor and the lot frontage requirements for said
premises are hereby relaxed so as to accommodate three
two–family dwellings, subject to the con.dition that
said appellant, and his successors and assigns,
otherwise, shall make due compliance with all applicable
provisions of municipal ordinances, state statutes and

Dear Mr. Marshall:
This is written in response to the appeal of Daniel P. Primoli to relax
the lot frontage requirements of the Zoning Code as they apply to property
located on the southeast corner of Stillwater Avenue and Germain Street.
This property is further described as Lots 1, 2, 3, Block 4, Denslow's Re-
arrangement of Lots 5 through 12, Block 2, and Lots 9 through 19, Block 3,
and Lot 11, Block 4, Cruickshank's Garden Lots and Lot 4, Block 2, Cedar
Park.
This matter was considered at the August 21, 1969 Board of Zoning meeting.
The staff reported that the appellant proposes to construct three duplexes
on four platted lots equally divided to provide.a �rontage of 55.8 feet for
each duplex. The Zoning Code, however, requires a frontage of 60 feet for
each of the proposed duplexes resulting in a shortage of 4.2 feet or seven
percent per ?�iuilding. It was also noted that the site, presently vacant,
is about 20' lower than the lots to the south across the alley and are ad-
joined on the east by two newer duplexes. Staff conclusions also noted that
there is no apparent or claimed hardship that would prohibit the property
from being developed within the requirements of the Zoning Code and that
the four lots would allow four single-family structures.
In response to a qu�stion from the Board, Mr. Primoli, the appellant,
stated there would be a garage for each unit with one driveway for each
building.
Subsequently, the Board of Zoning voted 4-0 to recommend approval of this
appeal to relax the lot frontage requirement to permit the three proposed
duplexes.

H. AREA CONDITIOTIS: The area is developed with older aingle-family residences.
Two new duplexes adjoin to the east. The adjacent streets ere oiled and
between Gennain and KennBrd Streeta there are no curba or sidewalks.

of inaufficient frontage on property located on the southeast corner of
Stillwater Avenue and Germain Street.
Mre Ryan su�narized the staff report stating that the required frontage for a
dupleac in an "A" Reaidence District ia 60 feet. The appellant plans to divide
4 platted lots into 3 lots each wfth a frontage of SSe8 feet, which is TiL short
of the required amount. A duplex will be coastructed on each lot. The aite is
vacant end is at street grade for about 3/4 of the depth of the lot. A hill
was excavated and resulted in a steep embanlqment to the south pxoperty line.e.
approximately 20 feet high. The area ia developed with older single•family
residencea. Two new duplexes adjoin ta the east.
Mr. Ryaa concluded that there is no alleq for access to the rear of the lots.
Four single-family houaes could be coastructed on the platted Iots. He said a
hardship does not exisC nor is one claimed.
Mr, Gadler wanted to kaow why single-family dwellings could aot be erected
there. He also inquired as to how many driveways there will be for each of
the three buildings. Mre Primoli, the appellant, said 2 families will uae
each driveway, with one garage for each family. He said there shouldn't be
a problem with parking since he plens eo rent Co people with perhaps one small
child ead having only one car in each family.

Mre McPartlin moved for epproval of the appeal� and I�ir. Manaur seconded the
motion, which carried unanimously 4-0,
