RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF
EMPLOYMENT AND ECONOMIC DEVELOPMENT AND NLETROPOLITAN COUNCII. FOR
CONTAD'IINATION CLEANUP GRANTS FOR THE ISLAND STATION, WEST SIDE FLATS,1'H�
LOWRY, AND RIVER BLUFF SITES
WHEREAS, the City of Saint Paul, Minnesota is a participant in the Livable Communities Act's Housing Incentives
Program for 2004 as determined by the Metropolitan Council, and is therefore eligible to make application for funds under
its Tas Base Revitalization Account; and
WIlEREA5, the City has identified clean-up projects within the City that meets the purposes and criteria of the
Contamination Cleanup Grant Program ofthe Minnesota Department ofEmployment and Economic Development (DEED)
and the Tax Base Revitalization Account Grant Program of the Metropolitan Council; and
WFIEREAS, the City has the legal authority to apply far financial assistance, and the institutional, managerial and
£mancial capability to ensure adequate project administration; and
WHEREAS, the City of Saint Paul certifies that it has not violated any Federal, State or local laws pertaining to fraud,
bribery, graft, kickbacks, coliusion, conflict of interest or other unlawful or corrupt practice and that it will comply with
all applicable laws and regulations as stated in the contract agreements; and
WHEREAS,the City of Saint Paul, Minnesotaagrees to actas legal sponsar for the projects contained in the cleanup grant
applications submitted to DEED and the Met Council on November 1, 2004;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint Paul, Minnesota hereby approves
the Contamination Cleanup grant applications submitted to the Department of Employment and Economic Development
(DEED) and the Metropolitan Council on November 1, 2004 by the City of Saint Paul for the Island Station, West Side
Flats, Lowry, and River Bluff sites; and
BE IT FLJRTHER RESOLVED that the sources and amounts of the local match identified in the applications are
committed to the project identified; and
BE IT FURTHER RESOLVED that upon approval of its application by DEED and the Metropolitan Council, the City
of Saint Paul may enter into an agreement with them for the above-referenced projects, and that the City of Saint Paul
certifies that it will comply with all applicable laws and regulation as stated in all contract agreements; and
BE IT FURTHER RESOLVED that the Director of the Department of Planning and Economic Development of the City
of Saint Paul is hereby authorized to execute such agreements as are necessary to implement the projects on behalf of the
applicant.
