RESOLUTION HONORING ELLA THAYER FOR 37 YEARS OF SERVICE
TO THE CITY OF ST. PAUL
WHEREAS, Ella Thayer started her Saint Paul City govemment cazeer in 1967, when she accepted the position of Secretary to the Renewal
Director of the Saint Paul Housing and Redevelopment Authority where she distinguished herself as a superbly organized self-starter, and
WHEREAS, after a six-month adventure skiing and working in Aspen, Colorado and upon her retum to Saint Paul in 1974, Ella Thayer was
recruited by Mayor Larry Cohen's administration to serve in the sole support staff role to 400 volunteers for the Saint Paul Citywide Citizen
Participation Project, which resulted in our City's nationally acclaimed citizen participation process, and
WHEREAS, Ella Thayer was hired to serve as Secretary to Saint Paul City Administrator Tom Kelley who was impressed with her eactensive
knowledge of CiTy government, her adventurous spirit, and her commitment to getting thejob done right, and
WI�IEREAS, Ella Thayer was invited by Mayor George Latimer to join his new administration in 1976 where, as Appointment Secretary, she
is credited with helping to establish that administration as among the most efficient, responsive, and effecrive in Saint Paul history, and
WIiEREAS, upon the close of the Lafimer Administration in 1989, Ella Thayer went to work for the Wazd 4 Ciry Council Office to provide
15 yeazs of exceptional service under Councilmember Paula Maccabee, Counci]member Bobbi Megard, and Councilmember Jay Benanav,
and
WHEREAS, in her position as City Council Secretary, Ella Thayer's ability to solve problems and link constituents with resources for prompt
action is legendary; her range of knowledge extends from heliports to hell-raising college students, from problem properties to tuming down
the volume at the Minnesota State Fair; and
WHEREAS, in addition to her eactraordinary contributions at City Hall, Ella Thayer has helped to strengthen, improve and beautify her West
Side neighborhood as an activist, a good neighbor and a community gardener, and
WHEREAS, Ella Thayer's Riverview Gazden Club and the communiry gazdens she tends have served her neighbors of all ages as places of
beauty, education, and sustenance; therefore be it
RESOLVED, that the Saint Paul City Council honors Ella Thayer for 37 yeazs of effective service moving her City fonvazd, and be it finally
RESOLVED, that the 5aint Paul City Council names Ella Thayer an honorary member of the Saint Paul City Council on October 28, 2004, to
be officially known as Ella Thayer Day in the CiTy of Saint PauL -
