O'-t IO3Z SUMMARY OF ENGINEERING RECOMNIENDATIONS White Bear Avenue at Minnehaha Avenue Right of Way Acqnisition Report Prepared 9-1-2004 Public Hearing to be scheduled PROJECT: Acquire right of way and temporary easements necessary to construct a separate left tum only lane on White Bear Avenue both north and south of the intersection with Minnehaha Avenue to reduce accidents and improve intersecfion safety. INITIATING ACTIOIV: This project is recommended in the Council adopted White Bear Avenue Small Area Plan and is being implemented by the Department of Public Works. PI20POSED IMPROVEMENTS: It is proposed to construct a separate left hun only lane on White Bear Avenue both north and south of the intersection with Minnehaha Avenue to conect a traffic safety problem. This problem was identified during the White Bear Avenue Small Area Plan process. The study process revealed that there were 107 reported accidents within three years and that the installation of left turn lanes on White Beaz Avenue would reduce accidents by about 60%. This improvement is recommend in the Council adopted White Bear Avenue Small Area Plan (recommendation 3, page 9). The construction limits extend from about 200 feet south of Beech Street to about 2Q0 feet north of Reaney Avenue. Work would include the installation of new curbs, driveways, sidewalks, boulevazd tree, conshuct retaining walls as necessary, revisions to the traffic signal and the installation of a street lighting system. The project will also perform work as necessary to remove and/or relocate items from the acquired permanent easements and provide restoration as necessary in the temporary easement areas. PROPOSED RIGHT OF WAY ACQUISTTION: The right of way that is proposed to be acquired is shown on the attached map, dated 2-14-01. ADVERSE EFF'ECTS: Construction of a separate left hun lane both north and south of Minnehaha will necessitate the acquisition of permanent and temporary street easements on 14 properties. The City of Saint Paul will provide relocation payments and services to owners of acquired properties in accordance with the Uniform Relocation Assistance and Real Properties Acquisition Policies Act of 1970, as amended and required under state law. TIME SCHEDULE: The project will begin in the sumnier of 2005 and be completed by fall of 2005.
