Byrne, President and Members of the City Council Gentlemen: The Ramsey County Hospital and Sanitarium Commission established under Chapter 1104 of the Laws of Mi.nnesota for 1969 to operate Saint Paul� Ramsey Hospital, at its meeting on November 17, 1969, requested the City of Saint Paul and the County of Ramsey to assign to them their respective interests in the Ac- counts Receivable as of December 31, 1969. The Board of Ramsey County Commissioners at their meeting on November 24, Resolution No. 9-9910 (copy attached),GOncurred in this request. Before consideration is given by you to any similar action, there are two additional items which, in my opinion, should be given careful consideration: 1. The City's share of the balance in special funds of the Welfare Department should be fully funded. 2. Appropriation balance on the accounts of the Welfare Department (City share $165,000.00) should also be fully funded. This situation has developed over the years as the City, upon increasing the Revolving Fund of the Welfare Department, charged this cost to the current City's operating budget of the Welfare Department. Comparable action was not taken, and never has been taken, on the accounts of the Welfare Department. I recommend these actions at this time since Chapter 1104 of the Laws of Minnesota for 1969 places the total responsibility for financing the Hospital on the County Board. The City's only obligation to the Hospital is for its share of new construction.
