Your Petitioner, the Port Authority of the City of Saint Paul, respectfully states and alleges that it is the fee owner of record of the real estate abutting the streets and alleys as successor in title to lands previously taken in an eminent domain proceedings by the Chicago, Saint Paul and Minneapolis Railroad Company, dated June 25, 1878. The records of District Court, Ramsey County and City of Saint Paui are unclear as to whether the affected streets and alieys were properly vacated during this eminent domain process. Therefore, in order to ensure the public's interest is properly accounted for and the vacations are made of record, we request approval of this petition. This proposed street vacation is necessary to ciear titie and to complete the Phalen Corridor and Westminster Junction Business Center projects. Proposed areas to be vacated are crosshatched and denoted on the attached exhibit.
