FY 2004 COPS Technology Program — Specific Projects
Saint Panl Police Department
Under COPS grant #96CLWX0054 the Saint Paul Police Depatlment developed a mobile data
network, using CDPD azclutecture, with encryption technology, in an interacrive wireless
environment. The grant funding was also used to purchase laptop computers and develop report
writing softwaze wluch allows incident offense data to be key stroked wirelessly into a newly
automated records management system data base. Not purchased with this grant, but
implemented by the department and made possible due to the grants platform technology was the
GPRS modem technology currently deployed in all but 20 of the departmenYs laptops. This
technology allows access to information wirelessly not previously available including photos.
The department proposes utilizing the current gant to replace the 20 old laptops with new GPRS
capable laptops.
I. Project Summary Section
A. Assessment oF Existing Problem(s)
Timely and accurate information is crucial for police departments all over the
world to provide adequate protection to its residents. The Saint Paul Police Deputment
(SPPD) is no different, its need for real-time information is necessary and its proposed
action to receive this information is outlined below.
The Saint Paui Police Department has 140 squad cars that are outfitted with
wireless laptop computers. These laptops allow for wireless report writing and critical
data transfer to and from the squad cars. One hundred and sixteen of these laptops have
been updated to the newer GPRS technology that allows far the transfer of photos and
other crirical information such as the department's proposed crime mapping project. The
remaining 201aptops are old CDPD technology which will no longer be serviced by the
wireless vendor and in addition do not support the transfer of data necessary to perform
the tasks critical to the information exchange in 20 squads. This lack of network
technology prevents police officers from using their laptops to access the computer
mapping softwaze, the department intranet, view mug shots, search criminal histories,
retrieve driver's license information and photos, write reports using records management
softwaze, and communicating with other officers in a quick and secure manner. The Saint
Paul Police Department (SPPD) is challenged in its ability to service the public at an
advanced level due to outdated network technology in these laptops that represent 17
percent of the total laptops. The SPPD is underserved in network technology in officer's
lunited access to mobile wireless, high-speed communicarions.
It is the SPPD's intent to replace the laptops urilizing Cellular Digital Packet Data
(CDPD) network with new technology which urilizes General Packet Radio Services
(GPRS) network as the primary method of connecting laptops to our police network. The
GPRS technology functions at speeds three times as fast as CDPD speeds. Updating our
laptops will also greatly increase officer ability to seazch for investigative data in a timely

and secure manner. Officers will be capable of viewing mug shots, accessing pinpoint
crime maps, viewing driver's license photos, writing reports, accessing the departmenYs
intranet, searching criminal history, and communicating electronically with other officers
in a secure fashion. The SPPD will be provided the tools to function at a more efficient
and effective level and the community at lazge will benefit from the increased potential to
apprehend suspected crimuials.
Officers depend on mobile technology that offers more efficient ways to service
the public. Effective policing relies on an officer's ability to obtain informarion in a
timely and easily accessible manner. This is currently unachievable with the current
networldng deficiencies in 20 of our old technology laptops.
B. Project Goals and Objectives
The primary goal of this project is to provide a wireless, secure, high-speed data
network for all mobile police officers that allow them access to information tools needed
to perform their duties in a more efficient and effective manner.
The SPPD needs the capability to send secure informarion to the officers 'on the
streeY. The current CDPD technology used in 201aptops is old, outdated and fails to
supply officers `on the streeY the information needed to perform their jobs at an optimal
level. The objectives of this grant are to allow officers the ability to view mug shots,
access crime maps, view drivers' license photos, and search criminal history information
directly from their squad cus on these 201aptops. Without immediate access to
necessary data, officers aze incapable of serving the public to the best of their ability.
Officers will also be provided with instant, mobile, finger-rip access to desirabie
information. The need to drive back to the stafion to access informadon will be limited
resulting in more `in service' time to protect and serve the public.
C. Impiementation Plans
With this federal grant the departxnent will upgrade 201aptops to the new
technology. The police department Communications Services and Maintenance (CSM)
Unit will be responsible for the removal of the CDPD laptops and installation of the new
GPRS equipment. The CSM unit provides support for wireless and wireline
communications systems operated by the St. Paul Police Depariment and more than foriy
other agencies. The unit employs seven technical employees including five technicians,
one lead technician and one supervisor.
The CSM unit was responsible for the conversion to the CDPD system from the
mobile data system that preceded it. Unit technicians aze responsible for maintaining
mobile data equipment for the police department and a number of outside agencies.
The CSM unit is responsible for managing the CDPD service and will continue to
do so with the switch to GPRS. This will include the enabiing GPRS service and

disabling CDPD as vehicles pass through the shop. The CSM unit has the eaperience and
personnel to see this project through to a successful conclusion.
The Systems Unit of the Saint Paul Police Department will be responsible for the
soflware and ongoing support of the laptops.
D. Evalnation Plans, Ontcomes, and Effectiveness of the Program
With the proposed technology in their squad cars, officers will have more ability
to gather information to aid in the apprehension of suspects in a more timely fashion.
The community would benefit from this because officers would be able to spend more
time in their patrol districts. Officers would be more capable of extending services to
citizens that require location and suspect informarion. The more information the officer
has access to, the more effecrive s/he becomes and the more safe the neighborhood in
wlvch slhe patrols.
E. Current/Pianned Crime Prevention Activifies
The SPPD needs the capability to send secure information to all of the officers 'on
the street'. Officers need the ability to view mug shots, access crune maps, view drivers'
license photos, view crime maps and search criminal history informarion directly from
their squad cars. Without immediate access to necessary data, officers are incapable of
serving the public to the best of their abilities by apprehending the appropriate suspect(s).
Officers will be provided with instant, mobile, finger-rip access to desirable information.
The need to drive back to the station to access information will be limited resulting in
more `in service' time to protect and serve the public.
Additionally, funded by COPS grant 2002-CLWX0027, the Saint Paul Police
Depariment is seeking proposals to provide new criine mapping soflwaze specific to Saint
PauP s needs, wtrich will create a more user-friendly and mobile solution and give the
community and other law enforcement agencies real time access to our crime data via the
intemet. Officers will be using the upgraded laptops which wili allow them to identify
trends and track specific incidents much easier and also allow them to bring this
information to community meetings. As the department moves to wireless
communications, the laptops will serve as a total communications package for the officer
including intraneUintemet access.
Some of the other community policing programs we haue implemented include:
tazget specific recurring problems (Neighborhood Service Areas), directed patrol,
telephone reporting, citizen surveys, victim assistance program, neighborhood based
police starions, drug-free zones around schools and parks, police/youth programs, druS
education programs in schools (D.A.R.E), assigunent of officers to fixed beats, footlbike
patrol as full-rime assignments, cifizen police academy, landlord/manager training
programs for problem properties, code enforcement program, geographically-based crime
analysis made available to beat officers, neighborhood watch, citizen advisory councils,
entry level and on-going community policing training for officers, block club formation

and maintenance, graffiti abatement program, curfew and truancy enforcement, police
mentoring programs, school resource officers. The SPPD has a strong history of formal
and informal collaboration with the community which includes business, civic
organizations, neighborhood based projects non-profits and other law enforcement
agencies.

Under COPS grant #96CLWX0054 the Saint Paul Police Department developed a
mobile data network, using CDPD architecture, with encryption technology, in an
interactive wireless environment. Tl�e grant funding �'as also used to purchase laptop
computers and develop report writing software which allows incident offense data to be
key stroked wirelessly into a newly automated records management system data base.
Not purchased with this grant, but unplemented by the department and made possible due
to the grants platform technology was the GPRS modem technology currently deployed
in all but 20 of the departmenY s laptops. This technology allows access to information
wirelessly not previously available including photos. The depariment proposes utilizing
the current grant to replace the 20 old laptops with new GPRS capable laptops.
This grant will allow the Saint Paul Police Department capability to send secure
information to all of the officers ' on the streeY. Officers will have the ability to view mug
shots, access crime maps, view drivers' license photos, view crime maps and search
criminal history information directly from their squad cazs. Without immediate access to
necessary data, officers aze incapable of serving the pubiic to the best of their abilities by
apprehending the appropriate suspect(s). Officers will be provided with instant, mobile,
finger-tip access to desirable information. The need to drive back to the station to access
information will be Iimited resulting in more `in service' tune to protect and serve the
public. `

Equipment
A. The Saint Paul Police Department has 140 squad cars that are outfitted with
wireless laptop computers. These laptops allow for wireless report writing and
critical data transfer to and from the squad cars. One hundred and sixteen of these
laptops have been updated to the newer GPRS technology that allows for the
transfer of photos and other critical information such as the department's
proposed crime mapping project. The remaining 201aptops are old CDPD
technology which will no longer be serviced by the wireless vendor and in
addition do not support the transfer of data necessary to perform the tasks critical
to the informarion exchange in 20 squads. This lack of network technology
prevents police officers from using their laptops to access the computer mapping
soflwaze, the department intranet, view mug shots, search crinunal histories,
retrieve driver's license information and photos, write reports using records
management softwaze, and communicating with other officers in a quick and
secure manner. We intend to purchase 20 new CF 29 laptops and their mounting
units which will complete the upgrade for all of our squad officers.

to operate an interjurisdictional criminal intelligence system, you must agree to comply
