WHEREAS, the Human Resources Department is in need of the services of a labor
relations consultant pursuant to § 23.03(1) of the Saint Paul Administrative Code to assist in
training City officials and managers in Labor Relations and to provide expert advice conceming
labor negotiations and interactions with the Bureau of Mediation Services; and
WHEREAS, Frank Madden is a recognized expert in the area and has agreed to provide
these services pursuant to the terms of the attached agreement; and now therefore be it
RESOLVED, that the City Council hereby approves the retention of Frank Madden as
Labor Relations Consuitant and authorize the appropriate City officials to sign this agreement on
behalf of the City.
