�, RESOLVED, Upon the pertinent appeal, under the

Zoning Gode, described as Lot 6, Block 4, Lindley Heights,
according to the plat thereof on file and of record in the
office of the Registrar of Titles in. and for Ramsey County,
Minnesota, that the provisions of said Zoning Code, in
respect to density requiremen.ts, hereby are determined
and varied, in their application to said real estate, as
and to the extent n.ecessary therefor, and that a permit
hereby is granted unto said appellant, and his successors
and assigns, in respect of said real estate, for the
construction of a duplex to be constructed thereon; and
that otherwise, said appellant—permittee, and his successors
in interest, shall make due compliance with all applicable
ordinances, state statutes and rules and regulations of
public authorities having cognizance.

Dear Mr. iKarshall:
This is written in response to the appeal of Leonard W. Bisanz to relax the
density requirements of the Zoning Code to permit a duplex or. property lo-
cated on the north side of Euclid Strest between Johnson Parkway and English
Street. This property is further described as:
Lot 6, Block 4, Lindley Heights Addition.
This matter was considered at the August 7, 1969 Board of Zoning meeting.
The staff reported that the site has 7,323 square feet; 177 square feet or
2.36 percent short of the "A" Residence requirement. It was noted tnat al-
though no hardship is apparent, tne proposed use of a duplex would be proper
for this loc.ation. Apartments �xist on the east side of English Street and
duplexes in this area would provide a buffer for the single-family uses
fronting on Johnson Parkway.
Mr. Leonard Bisanz, the applic.ant, noted that the single-family neignbors
involved have only bac,k yards facing the sitP, not front yards, and the 100
foot frontage of the site would allow adequate space for garages.
Several neighbors appeared and one letter was presented in opposition. The
opponents expressed their desire to have the site restricted to a single-
family use.
It was the finding of th� Board of Zoning that the variance is reasonable and
that a duplex on this site would be in line of good land use progressior..
The Board, therefore, recommends approval of this appeal by a 5-0 vote.

in the area requirement �'or the cor.struction of a duplex i_n a.n "A"
residence area.

There is a duplex just completed o�� lot seven (7) . Lot six (6) ?�as
a total square foota:�e of 7,3?3 sr,��.r� feet an1 a froritage of 100
feet. Inasmuch as the present r�quirement is 7,>00 �quare feet
��ith a fror.tabe of 60 feet, I arn we�l over the fronta�e requirerient
but lac:< 177 square �'eet in the overall 7,500 square fo�t r.equire-
raent. It is this that I arn requesting t� be relaxed.
As I previously :�entioned, there is a new duplex on the lot directl;,r
to the east and there are five apartment houses across the street
on �nglish. These du^lexes should represent a ;ood buf�er between
the apartment houses and ttic single family residences.
