1 WI�REAS, the City of Saint Paul Parks and Recreation, in conjuncrion with the Saint Paul Gazden Club; is
2 implementing a project Yo beaurify the City of Saint Paul by planting a variety of shrubs, perennials and annuals at
3 various locations through-out the City; and

5 WHEREAS, the Saint Paul Garden Club has received a STAR grant in the amount of $75,000 to be used towards said
6 beautification project; and
8 WFIEREAS, the Saint Paul Garden Club has ageed to donate $5,000 to the City of Saint Paul to be used towards this
9 project; and

11 WHEREAS, the Saint Paul Garden Club has requested that Puks and Recreation manage and implement said STAR
12 funds; and
13
14 WHEREAS, Parks and Recreation is willing to provide construction management and implementation services upon
15 the amendment of the 2004 Capital Improvement budget; and
16
17 WHEREAS, in 2003 the Saint Paul Gazden Club committed to donations of $10,000 to be used towards the Kellogg
18 Boulevazd beautification project as budgeted in CF-03-707; and
19
20 WHEREAS, the actual amount donated by Garden Club member Joan Duddingston was $10,088.68; and
21
22 WHEREAS, Parks and Recreation received a$50 donation from John and Colles Larkin, given as a memorial to
23 Frances Williams to be used towazds the Kellogg Boulevard beautification project; and
24
25 WHEREAS, Parks and Recreation desires to amend the 2003 Kellogg Boulevard beautification project budget to
26 include the additional monies contributed by Joan Duddingston and John and Colles Larkin; and
27
28 NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon the recommendation of the
29 Mayor, and the advice ofthe Long Range Capital Improvement Budget Committee, that $80,138.68 is available for
30 appropriation in the Capital Improvement Budget, and that the 2003 and 2004 budgets, as heretofore adopted and
31 amended by Council, are hereby fiirther amended as follows:
