WIIEREAS, adveise acrion was initiated against the Auto Repair Garage License & Auto Body Repau
Shop held by Mohammed Shams Eskunawy, Inc. d/b/a East Lake Auto for the premises at 2121 University Avenue
West in Saint Paul, by Notice of Violation dated December 3, 2003, for violarions of condirions of theu license; and
WHEREAS, on October 29, 2003, a license inspector was at 2121 University Avenue in response to
complaiau that the business was parking cars over the sidewalk. The license has a nuxnber of condirions on it,
including one which prohibits auto body repair outside of the building, another which prohibiu disassembled cars
from being pazked in the lot and a thud which pxohibits outside storage of vehicle parts; and
WHEREAS, there has been no xesponse by the licensee; and
WHEREAS, the recommendarion of the Office of LIEP is for a ten day suspension of all licenses, with the
suspension being stayed for a period of eighteen months on the condirion that the licensee pay a fine in the amount
of $1,000.00, that the premises is brought into compliance with the conditions on the license within ten days and
that the licensee have no othez violations in that eighteen month period; now, therefore, be it

Shop License held by Mohammed Shams Eshxnawy, Inc. d/b/a East Lake Auto for the premises at 2121 University
Avenue in the City of Saint Paul: A ten day suspension of licenses, with the suspension being stayed for a period of

property was found to be in violation of several condirions of the license. A Notice of Violation was sent to the licensee on December
3, 2003, with no response.

Dear Mr. Eshmawy:
The Office of License, Inspections and Environmental Protection has recommended
adverse action against the auto repair garage and auto body repair licenses held by Mohammed
5hams Eshmawy, Inc. d/b/a East Lake Auto for the premises at 2121 University Avenue West in
Saint Paul. The basis for the recommendation is as foilows:
On October 29, 2003, a license inspector was at 2121 University
Avenue in response to complaints that the business was
parking cars over the sidewaik. The license has a number of
conditions on it, including one which prohibits auto body
repair outside of the building, another which prohibits
disassembled cars from being parked in the lot and a third
which prohibits outside storage of vehicle parts. The inspector
observed an individual working on a car with missing parts,
including a wheel. The owner told the men to move the car
inside when he saw the inspector. The inspector also observed
engines, car seats and other garbage and parts stored or
discarded outside. She also observed a vehicle on the back of
the lot with major parts missing.
The recommendation of the Office of LIEP wiil be for a ten day suspension of your
licenses, with the suspension stayed for a period of eighteen months on the condition that you pay
a fine of $1,000, tha[ you bring the premises into compliance with the conditions on your license
within ten days and that you have no other violations in that eighteen month period.

If you do not dispute the above facts please send me a letter with a statement to that
effect. The matter wiil then be scheduled for a hearing before the St. Paui City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear and speak on
your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Judge (AIJ). If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be sent a"Notice of
Hearing," so you will know when and where to appear, and what the basis for the hearing will be.
In either case, please let me know in writing no later than Friday, December 12,
2003, how you would like to proceed. If I have not heard from yon by that date, I will
assume that you are contesting the facts and will consolidate this matter to be heard with
the prior violation.

On this date I observed and took pictures of a man working on a veh. in the parking lot This continued the entire time I was talking to Uie owner.

The owner had hvo young men start to dean it up white I was there and told the man tA move the car he was working on inside to fix. Don't know

had just mme in. I rememher one af them the van had 6een there earlier this summer when_ I was there on a similar mmplaint A[ tha[ time he was

Dear Mr. Eshmawy:
The Office of License, Inspections and Environmentai Protection has recommended
adverse action against the auto repair garage and auto body repair licenses held by Mohammed
Shams Eshmawy, Inc. d/b/a East Lake Auto for the premises at 2121 University Avenue West in
Saint Paul. The basis for the recommendation is as follows:
On October 29, 2003, a license inspector was at 2121 University
Avenue in response to complaints that the business was
parking cars over the sidewalk. The license has a number of
conditions on it, including one which prohibits auto body
repair outside of the building, another which prohibits
disassembled cars from being parked in the lot and a third
which prohibits outside storage of vehicle parts. The inspector
observed an individuai working on a car with missing parts,
including a wheel. The owner told the men to move the car
inside when he saw the inspector. The inspector also observed
engines, car seats and other garbage and parts stored or
discarded outside. She also observed a vehicle on the back of
the lot with major parts missing.
The recommendation of the Office of LIEP will be for a ten day suspension of your
licenses, with the suspension stayed for a period of eighteen months on the condition that you pay
a fine of $1,000, that you bring the premises into compliance with the conditions on your license
within ten days and that you have no other violations in that eighteen month period.

If you do not dispute the above facts please send me a letter with a statement to that
effect_ The matter will then be scheduled for a hearing before the St. Paul City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear and speak on
your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I wiil schedule an evidentiary
hearing before an Administrative Law Judge (ALT). If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be sent a"Notice of
Hearing," so you wiil know when and where to appear, and what the basis for the hearing will be.
In either case, please let me know in writing no later than Friday, December 12,
2003, how you would like to proceed. If I have not heard from you by that date, I will
assume that you are contesting the facts and will consolidate this matter to be heard with
the prior violation.

10/30/2007 I visited this facillity yesterday and met with the new building/business ovmerhis name is Moharnmed Eshmawy. It is not a cab company
according to him but rather a auto repair business. He has noi yet narned the business. I did not have this address in Amanda yesterday so I had no
access to daha. 1 left him short orders to obtain a City of St.Paul Auto Repair License/Namsey County Haz Mat Generator License. I now have a CofO
inspection scheduled for 11-02-01 at 70 A.M. Dave BJCaa .
70/29/2007 Per email from LRZ to Dave B, the Properry is located in an I-1 Industrial area. Auto repair would be a permitted use in this disuict and a taxi
company could dispatch from there. However, ihey will need a license to repair vehicles. They will need to meet zoning code and building code
requiremenGS for what I assume is a change in occupancy. The CofO shows it as a warehouse ordinary hazard.
Issues: Off-street parking requirements, exterior storage of junk parts or auio saivage, are they doing auto body as well, any spray painGng, flammable

On 10/29(03 I conducted an inspecbon of East Lake Auto at 2121 Univeroity.
We have receive seve2l complaints about nrs parked over the sidewalk obstructing pedestrian tratfic and paindng of mrs.
On this date I observed and took pictUr� of a man working on a veh. in the paricing tot'fhis continued the entire time I was mlking to Yne owner.
Also I took pictures of ve. with missing parLS and observed engine5 and ar seats and a lot of other garbage and parts stored or dismrded ouCSide.
The owner had two young men s�rt to dean it up while I was there and told the man to move the mr he was working on inside to fix. Don't know
how he would do that bemuse there was no wheel on the qr.

had just come in. I remember one of them the van had been there earlier tfiis summer when_ I was ihere on a similar mmplaint At that time he was
given a verhaf waming. ,
I did Inform him that I would be docvmenting the vioiations this time and that he might expect some adverse action.
