Code, by Charles P. McCann and William E. Steinworth, as
owners of the subject real estate, situate in the City
of Saint Paul, zoned in "C" Residence Districti under the
Zoning Code, and described as Lots 12, 13 and 14, Block
9, College Place West Division, and located on the north side of
Minnehaha Avenue between Fry Street and Snelling Avenue, that
the provisions of said Zoning Gode hereby are determined �,nd
varied as and to the extent necessary therefor, and the

Dear Mr. Marshall:
This is written in response to the appeal of Charles P. McCann
and William E. Steinworth to relax the setback requirements of the
Zoning Code as they apply to property located on the north side of
Minnehaha Avenue, between Fry Street and Snelling Avenue. The
property is further described as follows:
Lots 12, 13, 14, Block 9, College Place West
Division.
The Zoning Code requires a setback of 35 feet for this "C"
Residence site because of the "B" Residence property adjoining to
the west. The appellant is requesting that this requirement be
relaxed to allow a setback of 20 feet.
This matter was considered at the June 19, 1969, Board of Zoning
meeting. The staff reported that the site to the east has been developed
with a similar structure and setback, and that the setback requirement
would be 18 feet were it not for the two remaining properties on the
block zoned "B" Residence. It was also noted, however, that the variance
of 15 feet, or 42.8 percent, is large and will cause a reduction of lawn
space on the site.
As there was no opposition and similar development was permitted
to the east of subject property, the Board of Zoning, by a vote of
4-1, recommends approval of this appeal to permit the construction of
a structure 20 feet from the front property line.
