TFiE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That �the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining
to Use Districts, Height Districts and Rezoning of certain
properties in the City of Sain.t Paul, as amended, be and
the same is hereby further amended so as to rezonethe
following described property from "B" Residence District to
"C" Residence District, to—wit:
Lots 4, 5 and 6, Block 9, College Place
West Division;
situate on property located on the south side of Englewood
Avenue between Fry Street and Snelling Avenue in the City of
Saint Paul.
Section 2. This ordinance shall take effect and be in
force thirty (30) days from and after its passage, approval
and publication.

Dear Mr. Marshall:
This letter refers to the petition of Leonard Carlson to rezone from
"B" to "C" Residence property located on the south side of Englewood
Avenue, between Fry Street and Snelling Avenue. This property is further
described as follows:
Lots 4, 5, 6, Block 9, College Place West Division.
The petitioner proposes to construct a 30-unit apartment building on
this site fronting on Englewood Avenue. The Zoning Code does not permit
the proposed structure in a "B" Residence.
This matter was considered at the June 19, 1969, Board of Zoning
meeting. The staff reported that the property to the south is zoned "C"
Residence; to the west and north is "B" Residence and Commercial; Hancock
School is to the north; and Commercial property adjoins on Snelling Avenue.
Staff conclusions noted that the proposal would provide a good land use
progression as Commercial and multiple-family uses adjoin on two sides.
It was also noted, however, that the Comprehensive Plan calls for a lower
density than this proposal which would increase traffic on a residential
street adjacent to an elementary school,
Mr. Meryl Robinson of the Hamline Community Association spoke briefly,
noting that the Saint Paul Association of Communities is opposed to any
spot zonings.
Mr. Jerry Sullivan, representative of the petitioner, noted that there
was practically no neighborhood opposition, that other apartments are in
the same block, and that the property is in a college area where more
apartments are needed.
Subsequent to additional discussion, it was the finding of the Board
of Zoning that this petition should be granted because the site is adjacent
to other "C" Residence property, and is in a commercial area. The Board,
therefore, recommends approval by a 5-0 vote.
