WHE , Th Comm t on Lands, composed of the Mayor, the
P asing Agent, the Commissioner of Finance, and the Commissioner
of Parks and Recreation and Public Buildings of the City of Saint
Paul, has secured an agreement for the purchase of that certain
property described as follows:
The Westerly sixty-seven (67) ft, of Lot six (6) , Hazel
Park Villas, St. Paul, Minn. , more particularly described
as follows: Beginning at the point of intersection of
the Northwest boundary line of Lot six (6) with the
Southwest boundary line of Stillwater Avenue; �hence in ,
a Southeasterly direction sixty-seven (67) feet along the
said Southwest boundary line of Stillwater Avenue; thence
in a Southwesterly direction to a point on the West
boundary line of Lot six (6) , which point is ninety-seven
(97) feet South of the Northwest corner of Lot six (6) ;
thence due North ninety-seven (97) feet to the Northwest
corner of Lot six (6) , thence in a Northeasterly direction
to the place of beginning; and
WHEREAS, The property described therein is necessary for the
Roosevelt Homes Playground site, and the price at which the property
may be purchased is at the total amount of $24,900.00, a fair and
reasonable price according to the appraisal obtained by the Committee
on Lands; and .
WHEREAS, Said Committee has recommended the purchase of said property
at the price stated above, as evidenced by the letter of said
Committee submitted herewith; now, therefore, be it
RESOLVED, That pursuant to Section 303 of the Charter. of the City
of Saint Paul, the Council of the City of Saint Paul does hereby
authorize the purchase of the land described as:

RESOLVED Further that the proper City officials are hereby authorized
and directed to pay to Alex A, and Betty E. Romanchuk, record fee
owners, the sum of $24,900.00, said sum to be paid to the aforesaid
vendors from PIR Fund Code 6000 to be reimbursed from Fund 9768-501-
003, upon their furnishing evidence of good marketable title in the
aforesaid vendors, and the total payment to be made upon tender by
said parties of appropriate deeds conveying title to said property
to the City of Saint Paul.

Gentlemen:
The City of Saint Paul, acting through its Valuation Engineer,
has negotiated to purchase certain property described as follows:
The Westerly sixty-seven (67) ft, of Lot six (6) , Hazel
Park Villas, St. Paul, Minn. , more particularly described
as follows: Beginning at the point of intersection of
the Northwest boundary line of Lot six (6) with the
Southwest boundary line of Stillwater Avenue; thence in
a Southeasterly direction sixty-seven (67) feet along the
said Southwest boundary line of Stillwater Avenue; thence
in a Southwesterly direction to a point on the West
boundary line of Lot six (6) , which point is ninety-seven
(97) feet South of the Northwest corner of Lot six (6) ;
thence due North ninety-seven (97) feet to the Northwest
eorner of Lot six (6) , thence in a Northeasterly direction
to the place of beginning,
The owners of the above described land, Alex A, and Betty E.
Romanchuk, have accepted an offer tendered them by the City in the
amount of $24,900.00 as compensation for the sale of the land to
the City.
This property, including land and buildings, is needed by the City
of Saint Paul for the Roosevelt Homes Playground site. In view of
the reasonable price for which it can be purchased, said price
being the appraised fair and reasonable market value thereof, we,
the Committee on Lands, do recommend to the Council of the City of
Saint Paul that it authorize the purchase of said land in lieu of
condemnation proceedings at the price of $24,900.00 as negotiated
with the owners.
