1 WIIEREAS, the City of Saint Paul is a participant in the Livable Communities Act's Housing Incentives
2 Program for 2003 as determined by the Metropolitan Council, and is therefore eligible to make application for
3 funds under the T� Base Revitalization Account; and

WHEREAS, the City has identified a clean-up project within the City at 350 St. Peter Street (Lowry
Professional Building) that meets the Tas Base Revitalization account's purposes and criteria; and

WHEREAS, the City has the institutional, managerial and financial capacity to ensure adequate project
administration; and
WHEREAS, the City certifies that is will comply with all applicable laws and regulations as stated in the
contract agreements; and
WHEREAS, the City Council of Saint Paul, Minnesota agrees to act as legal sponsor for the project contained
in the Tax Base Revitalization grant application submitted November 1, 2003.
NOW THEREFORE BE IT RESOLVED that the Department of Planning and Economic Development is
hereby authorized to apply to the Metropolitan Council for this funding on behalf of the City of Saint Paul, to
accept funds if awarded, and to execute such documents and budget amendments as are necessary to fulfill the
terms of the grant agreements on behalf of the applicant.

In January 2003, MSP Companies purchased the Lowery Professional building in order to redevlop it into appro�mately 120 ownership
housing units with at least two floors of renovated commercial space
