WHEREAS, the Legislative Hearing Officer recommends that license application (ID # 20030002575) for Malt
On Sale (Strong), Wine On Sale, and Restaurant (B) Licenses by Binh Le and John A. Bui, co-owners, Grand
Thai Restaurant, 758 Grand Avenue, be approved with the following conditions:
1. The sale of wine and beer will take place only in conjunction with the sale and service of food;
2. Provide copies of gross receipts from the sales of food, wine, and beer, showing at least sixty (60) percent
attributable to the sale of food quarterly;
3. Licensee agrees to pick up litter in the parking lot and on the licensed premises on a daily or as needed
basis; and
4. Trash and garbage receptacles shall be kept clean and closed;
THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby approves this license
� application with the recommended conditions.

RE: Heazing O�cer Report for 758 Grand Avenue, Grand Thai Restaurant, Binh Le and John A.
Bui, Co-Owners
Binh Le and John A. Bui, co-owners of Grand Thai Restaurant, haue applied for Malt On Sale-Strong
and Wine On Sale Licenses. License, Inspections, and Environmental Protection (LIEP) has
recommended two conditions for this license application, as follows:
1) The sale of Wine and Beer will take place only in conjunction with the sale and service of food;
2) The owners provide copies of gross receipts from the sales of food, wine and beer, showing at
least sixty (60) percent attributable to the sale of food quarterly.
These licenses are Class N; therefore, neighbors were notified. Two letters of objection were received.
Paul Termin, 750 Lincoln Avenue, no longer has objections to this license application. Another letter
was received from William Pesek of 769 Lincoln Ave. He was not interested in attending a legislative
hearing. The majority of Mr. Pesek's concerns have to do with picking up trash and properly storing
garbage; therefore, I am recommending the following conditions:

Mr. Pesek 's letter also listed his concerns with the grease storage containers behind the restaurant. It is
my understanding that LIEP staff has looked into this matter, and this is no longer a business practice of
the restaurant�
Finally, Mr. Pesek expressed concern over employee parking in alley. Because he did not wish to attend
a legislative heazing, I could not discern I) if this was a problem unique m the previous business owners,
2) if it was a continuing problem; or 3) if this parking problem was not addressed by other areas of the
Legislative Code, which I believe to be Yhe case.
Based on the above, I would recommend the City Counci] grant the ]icence application with the two
conditions recommended by LIEP, and the add'ationa] two conditions recommended by me.
