Dear Mr. Marshall:
This is written in response to the appeal of Willard E. 011ila to
establish a building line of 27 feet on property located on the east
side of Nokomis Avenue between East Maryland and Rose Avenues. This
property is further described as:
Lot 12, Block 11, Norton's Lincoln Park
This matter was considered by the Board of Zoning at its regular
meeting on October 2, 1969. The staff reported that the lot is triangular
in shape and is the only lot platted fronting on Nokomis Avenue in this
block face. The staff concluded that the planned addition to the single-
family residence would not be detrimental to the adjoining properties.
Mr. 011ila stated he wished to enlarge his living room and construction
area was limited due to the shape of the lot and Building Code restrictions.
Mr. Fornell, who owns the adjoining property to the north, objected to the
proposal as he feared his home would appear to be situated on the rear of
a lot and thus decrease in value. Mr. Fornell's lot properly fronts on
East Maryland Avenue but the residence was oriented on Nokomis Avenue with
a Nokomis Avenue address.
It was the finding of the Board that the request was reasonable because
of the original platting of the lots and the adjacent development. Therefore,
the Board of Zoning voted to recommend approval of the appeal 4 to 1.

MINUTES OF THE PUBLIC HEARING BEFORE THE B(lA&D OF Z�TING
on Thursdsy, October 2, 1969, at 2:00 PoMe
FRESENT: Messrs. Amea, Cohen, Gadler, Gauger, McPartlin, and Maiette of
the Board and Messra. Brown and Sorenson end �irs. Frant�en of
the staff. Mr. McPsrtlin voted on the Dykema, Spannaus, Hirte,
Cukier, and C�ron matters because Mr. Gauger had not y�t arrived.
WILLARD Eo OLLILA: An appeal to establish s new building line to build a
home addition on property located on the east side of Nokamis Avenue between
East Maryland and East Rose Avenues.
Mr. Sorenaon au�arized the staff r�port noting that new constr��eion as
planned will be ahead of the established building line, wh�.ch is 3S feet.
The requested building Iine is 27 feet, a varfance of 8 fee�. The im�ae¢di�te
area is zoned "A" Residence. A single-story residence with a breezeway and
garage fronting on Nokomis Avenue is on the triangular-shnped site. Tine resr
corner of the huilding is approximstely IO feet from the property Iine. No
other lots are platted fronting on Nokomis Avenue in this block face. The
variance would not be de�rimenta� to the ad�acent properties.
Mr. Willard E, 011ila, the appellt�nt, indicated he wishes to add onto his
living room space, and this is impossible at any other part �f the house
because of the shape of the lot. It would be in violation of the bailding
code in any other spot.
Mr. Lee Fornel.l. 2494 Nokanis Avenue, said it is an "S"-shaped street. He
said if the appellant's house is extended any closer to the stzeet and the.
setback line ia moved, soon A�ir. Forn�ll's property will be "pushed back",
He said the home on the 01back" �+€ the lot is the one that would laok wrong,
and would eventually make his home worth less.
Mr. Gauger moved for approval of the appeal since the request is reasonable,
and Mr, Maietta secouded the motian, which carried by a Lf-1 vote.
