E-2, St. Pau1 , Minnesota, Proceed Order No. 1 , dated , ordered changes in accordance with: 1 . First paragraph on Page D2 states that the order of precedence shali be as per article 3 on Page D1 , which places the general conditions Part I and ll , which is the Federal Specifications, over these Special � Provisions. This would indicate that wherever there's a discrepancy between the Special Provisions and the Federal Specifications, the Federal Specifications shall prevail . Item A-15.4 pp. SP 10 shall be changed to reflect thts precedence. 2. Part II Federal Labor Standards provisions. Wherever the minimum wage rates differ from the City of St. Paul wage scale ordinance, the Contractor will meet higher minimums of the two wage scale rates. 3. Paragraph 114 Technical Specifications and Drawings shall govern over paragraph A-1 Governing Specifications. 4. Section 9 pp. 3, shall govern over A-5 and paragraph A-5.�+ shall be deleted from the contract. 5. Paragraph 111 b shal,l govern over paragraph A-6 and paragraph A-6 shall • be deleted from the contract. � 6. Paragraph 110 shall govern over paragraph A-12 and paragraph A-12 shall be deleted from the contract. 7. Page 9 shall be labeled 10 and page 10 shall be labeled 9. 8. Paragraph A-12.5 sha11 be incorporated into Paragraph 1116. 9. Paragraph 210� Equal Employment Opportuntty. The note and Section A, B and C of Item l , shall be deleted from the contract. All of the items under Item 2 shall remain. 10. Blank items of Part 1 and 2, Paragraph IOIE.
