Henry Park River Bluff Acquisition Financing Plan
1 Whereas the Comprehensive Plan for the City of Saint Paul calls for the acquisirion of available bluff land within
2 Saint Paul's Mississippi River Corridor and establishes as a priority the acquisition of the Mississippi River bluff
3 land lrnown as Henry Park, located near Highway 61 and Ogden Ave.; and
Whereas the Henry Park bluff site abuts Open Space, Regional parkland, Sam Morgan Regional Trail and provides
for the important trail links to Pigs Eye Lake, Mississippi River, and bluffneighborhoods as called for in Saint Paul's
Comprehensive Plan and provides important wildlife corridor connectivity, as called for in the Mississippi River
Corridor Plan; and
8 Whereas the City of St. Paul applied for $1,000,000 in federal TEA 21 funds (Transportation Equity Act For The
9 21 �` Century) for acquiring the Henry Park bluff site. The Transportation Advisory Board (TAB) for the Twin Cities
10 Metropolitan Area determined at their September meeting that the Henry Park bluff acquisition project is eligible
11 for TEA 21 funding. Ranking of funding priarities for use of TEA-21 funds will be established at the December
12 2003 TAB meeting; and.
13 Whereas the City of St. Paul with the Friends of Henry Pazk has applied for $200,000 in Metro Greenways funds;
14 and
15 Whereas the National Park Service and Congresswoman Betty McCollum's office are working to help the City
16 secure $100,000 from the National Parks Trust; and
17 Whereas the State of Minnesota Deparhnent of Natural Resources has funding available to acquire natural and
18 scenic areas through the local grants program; and
19 Whereas the National Park Service, Minnesota Department of Natural Resources, Metro Greenways, Ramsey -
20 Washington Metro Watershed District Ramsey Soil and Water Conservation District, District 1 Community Council
21 Parks and Trails Council of Minnesota, Audubon, Audubon Minnesota, MECCA, The Conservation Fund, Friends
22 of the Mississippi River, 1000 Friends of Minnesota, Friends of Parks and Trails, Great River Greening and St. Paul
23 Pioneer Press have all gone on record supporting acquisition of the Mississippi River Bluff Land known as Henry
24 Park; and

1 Whereas Lyman Properties, owner and developer of the Henry Park site, as describe below, is a willing seller.

5 Whereas the estimated cost of acquisirion is estimated to not exceed $1,750,000; and
6 Whereas the Friends of Henry Park in conjunction with the Parks and Trails Council of Minnesota have committed
7 to seek the permanent financing for the acquisition of the Mississippi River Bluff land known as Henry Pazk, with

said permanent financing estimated to be approximately:

16 Whereas upon completion of permanent funding, the Henry Park land will be acquired and deeded over to the City
17 of St. Paul for bluff protection and public open space; now therefore,
18 Be It Resolved that the St. Paul City Council finds the acquisition of the Henry Park bluff land to be of public
19 purposes as it is in conformance with goals and priorities of the Saint Paul Comprehensive Plan; and
20 Be It Also Resolved that the St. Paul City Council is hereby indicating its desire to assist in the temporary financing
21 of the acquisition cost until adequate grant money is obtained by providing a public purpose, interest free loan to
22 the Parks and Trails Council of Minnesota for the purpose of providing temporary financing to acquire the Henry
23 Park bluff site, subject to Mayor Kelly recommending a 2003 budget amendment to so provide $350,000 in
24 temporary financing from the City's Capital Improvement Budget; and
25 Be It Further Resolved that ttie St. Paul City Council is hereby indicating its desire to assist in the permanent
26 financing of the acquisition cost for the Henry Pazk bluff site by using all available money in the City of Saint PauP s
27 No Net Loss Pazk Fund, subject to Mayor Kelly recommending a 2003 budget amendment to so provide $113,000
28 in permanent financing from the City's Capital Improvement Budget; and
29 Be It Further Resolved that the City of St. Paul's permanent financing contribution will be limited to $113,000
30 for the Henry Pazk bluff acquisition project; along with an annual ongoing maintenance obligation for undeveloped
31 open space; and

Be It Further Resolved that the City of St. Paul's temporary financing assistance until grants aze received will be
limited to $350,000, with said loan to the Pazks and Trails Council of Minnesota being contingent upon interim
financing participation by other entities as listed below:

12 Be It Further Resolved that the repayment of interim financing will be allocated to the various lending partners
13 based on the percentage of money contributed as a loan; and
14 Be It Finally Resolved that the St. Paul City Council requests Mayor Kelly to propose 2003 Capital Improvement
15 Budget amendments for the Henry Park Bluff Acquisition so that the City Council can take formal acfion to amend
16 the City's budget in arder to assist in acquiring and protecting this property.
