1 WHEREAS, in 2003 the assessment rate for street paving, including curb and gutter in connection
2 with the Residential Street Vitality Program (RSVP) was $28.35 per assessable foot; and

4 W HEREAS, i� 2003 the assessment rate for the modified lantern style lighting was $5.00 per .
5 assessable foot, and the alternative bent straw lighting was $3.14 per assessable foot; andd

7 WHEREAS, the Saint Paul City Council, by resolution, has directed that these assessment rates
8 be adjusted yearly, based on the Minneapolis-Saint Paul Urban Consumer Price Index; and
9
10 Whereas, the most recent Minneapolis-Saint Paul Urban Consumer Price Index showed an
11 increase of 1.3°/a from the first half of 2002 to the first half of 2003; now, theretore, be it
12
13 RESOLVED, that in order for the assessment to reflect the increased construction costs and
14 benefit to the properry owners, the assessment rate for street paving in connection with RSVP is
15 increased 1.3% from $28.35 to $28.72 per assessable foot for all such RSVP projects approved by
16 Final Order after October 1, 2003, to be constructed in 2004; and

18 BE {T FURTHER RESOLVED, that the assessment rate for the modified lantern style fighting is
19 increased 1.3% from $5.00 to $5.07 per assessable foot, and the alternative bent straw lighting
20 increased 1.3°!o from $3.14 to $3.18 per assessable foot for all such RSVP projects approved by
21 Final Order after October 1, 2003, to be constructed in 2004.

INITIATING PROBLEM, ISSUE.OPPORTUNIN(WHO, WHAT, WHEN, WHEFE, WHY).
In 1990, the City Council adopted a resolution calling for the assessments for CSSP projects to be adjusted each year
according to the previous year's change in Minneapolis-Saint Paul Urban Consumer Price Index (90-1459). In 1995, the City
Council adopted a simialr resolution for the Residential Sfreet Paving Program (95-1127). We are proposing to increase
assessments rates for 2004 by 1.3% for street paving and lighting as per past practice.

WHEREAS, Since 1985, the assessment rate for storm sewer in conneCion wBh CSSP hes been 3 cents per square foot for 1 and 2 fzmily
dwellings, znd 7.5 cents per square foot for al! other types of property; and
WHEREAS, In 1989, the 2ssessment rate for the modified lantern s,yle lighting was esiabiished at 53.50 per zsse=_s2ble toot, and the
alternative bent strzv� lighting was estabiished at 52.20 per assessable ioot; and
WHEREAS, 1t is anticip�ted future construction costs will increase similar to the Minneapolis-Saint Paul Urbzn Consumer Price Index, ard
the assessnent rate should be increased accordingly; and
