Preliminary and Final Plat Approval for MISSISSIPPI STREET HABITAT FOR HUMANITY
WHEREAS, Twin Cities Habitat for Humanity (Zoning File # 03-265-862) has submitted for City Council approvai
the attached preliminary and final plat for subdivision of property at the northeast corner of Mississippi St. and
Hyacinth to create 10 lots and 2 outlots lots to provide for new residential development; and
WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the recommended
conditions, that it meets the requirements of Chapter 67 of the Zoning Code; and
WHEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the
City and notices were mailed to each owner of affected property including all property situated within 350 feet of
the subject property; and
WHEREAS, the City Council held a public hearing on the proposed plat on October 1, 2003, where all interested
parties were given the opportunity to be heard and the Council considered ail the facts and recommendations
concerning the plat;
NOW, THEREFORE, SE IT RESOLVED, that the City Council accepts and approves the attached preliminary
and final plat for MISSISSIPPI STREET HABITAT FOR HUMANITY at the northeast corner of Mississippi St. and
Hyacinth subject to the following conditions:
1. The remaining technical problems are resolved working with the applicanYs surveyor, the City
Surveyor and the County Surveyor.
2. The applicant shall file a copy of the Council Resolution approving the plat with the Ramsey
County Recorder's Office.

D. SURROUNDING L,�ND USE: mixed density residential in RM-1 and RM-2 zoning districts
surrounds the site on the north, east, and south. Interstate 35E borders the site on the
west.
E. ZONING CODE CITATION: §67.301 states that platting is required when a subdivision (1)
creates five or more lots or parcels each of which is 2%z acres or less in size, or (2) requires
paved streets, alleys and other public improvements, or (3) is previously unplatted land.
§67.406 provides criteria for review of subdivision applications. These criteria are covered
below under "Required Findings."
F. DISTRICT COUNCIL RECOMMENDATION: None received.
G. REQUIRED FINDINGS: §67.406 of the Zoning Code requires that all of the following
findings shall be made prior to approval of a subdivision:
1. All the applicable provisions of the Legislative Code are complied with. City staff
have reviewed the proposed plat and have determined that all applicable provisions of
city codes are met. Public Works notes that some technical changes are needed that
can be handled in cooperation with the Ramsey County Surveyar.
2. The proposed subdivision wiil not be detrimental to the present and potential
surrounding land uses. The proposed plat is consistent with the surrounding land
uses, and will not be detrimental to present and future use of surrounding land.

3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision. The area
surrounding the proposed plat is already developed and compatible with the proposed
plat.
4. The subdivision is in conformance with the comprehensive plan. The subdivision
is in conformance with the land use chapter of the comprehensive plan, which calls for
providing a range of housing types and values throughout the city. It also conforms with
redevelopment plans for the area.
5. The subdivision preserves and incorporates the site's important existing natural
features whenever possible. The site is in a fully-developed part of St. Paul. The site
accommodates a smali wetland on one of the outlots.
All land intended for building sites can be used safely without endangering
residents by perii from floods, erosion, continuously high water table, severe soil
conditions or other menace. The site is a flat, fully developed area wifh no flooding,
erosion, high water table or soil condition problems.

7. The subdivision can be economically served with pubilc facilities and services. •
The subdivision can be economically served with public facilities and services from
surrounding streets.
STAFF RECOMMENDATION: Based on required findings 1 through 7, staff recommends
approval of the final plat for Mississippi Street Habitat for Humanity in the area bounded by
Mississippi Street, Hyacinth Avenue, and Westminster Street subject to the following
conditions:
1. The remaining technical problems are resolved working with the applicanYs surveyor,
the City Surveyor and the County Surveyor.
2. The applicant shall file a copy of the Council Resotution approving fhe p(af with the
