03-941Council File # a3—��t Green Sheet # a Presented Referred To RESOLUTION SAINT PAUL, MINNESOTA 9 Committee Date 1 WHEREAS, properiy taYes in Minnesota represent a significant portion of the average homeowner's overall taY 2 burden;and 3 WHEREAS, the rate and amount of t�ation are not fully linked to the rate of spending by local taxing jurisdictions; 4 and 5 WHEREAS, property taxes in Saint Paul are rising sharply due to rapidly increasing property values; and 6 WHEREAS,particularlyinaperiodofsloweconomicgrowth,sharpincreasesinpropertytaxescauseunduebwden 7 on homeowners, with an even greater burden on those individuals living on moderate, low, ar fixed incomes; and 9 WHEREAS, the Minnesota legislature enacted Limited Market Value as a tool to prevent excessive short-term 10 property tax increases due to rising property values; and 11 WHEREAS, Limited Market Value serves as a measure of protection against harmful spikes in property taxes that 12 are not linked in any way to local spending; and 13 WHEREAS, the Minnesota Legislature has enacted a phase-out of Limited Market Value that would eliminate the 14 program by 2007; and 15 WHEREAS, eliminating this important tool -- even over a period of six years -- could result in double-digit 16 percentage increases in property t�es to Saint PauPs homeowners; now, therefore be it 17 RESOLVED, that the City of Saint Paul requests that the Minnesota Legislature reinstate Limited Market Value as 18 a tool to protect against sharp increases in property taxes; and be it finally p3-q�,1 1 RESOLVED, that the City of Saint Paul requests that the Legislature engage in a study to determine a method of 2 preventing artificial valuations that would not result in tax increases that would be detrimental to homeowners and 3 to the affordability of the community.
