1 WHEREAS, Community of Peace Academy, a chartered public school, opened in 1995, with a focus of
2 serving a racially and culturally diverse Kindergarten through 12�' grade student population in the east side of
3 Saint Paul with a vision of " educating the whole person --- mind, body and will;" and
4 WIIEREAS, Community of Peace Academy serves a high population of low income and English Language
5 Learners, among the highest in the metro azea and in the state, yet, in its ninth year, Community of Peace
6 Academy students aze outperforming their peers on state tests in nearly all metro and state public schools with
7 similar demographics; and
8 WHEREAS, Community of Peace Academy has achieved a student enrollment of 550 students and is working
9 to establish good relationships, respecting parents as"first teachers," teaching ethics, serving the community and
10 inspiring students "to make good decisions;" and
11 WHEREAS, the Chazacter Education Parmership in Washington D.C. selects ten schools in the United States
12 each year as models of effective character education; and
13 WHEREAS, Community of Peace Academy, in the City of Saint Paul, Minnesota is one of ten schools in the
14 United States to receive the 2003 National School of Character Award and is the only school in Minnesota to
15 have ever been so honored by the Character Education Partnership for demonstrating outstanding character
16 education initiatives that yield positive results in student behaviar, citizenship, school culture and academic
17 performance; and

WIIEREAS, Community of Peace Academy will be celebrating this National awazd on the twenty third day of
October in the yeaz 2003; and
4 WHEREAS, the City of Saint Paul through its Housing and Redevelopment Authority and STAR program has
5 contributed to the development of the Community of Peace Academy Charter School.

7 NOW, THEREFORE, BE IT RESOLVED by the Saint Paul City Council that October 23, 2003 is declared
8"Community of Peace Academy Day" and is to be celebrated in recognition of the schooPs exemplary work to
9 encourage the ethical, social and academic development o£ its students through chazacter education.
