WI�EREAS, the Saint Paul Pazks and Recrearion Commission is an appointed body established to advise the
Mayor and City Council on long-range and city-wide matters related to Parks and Recreation; and
WIIEREAS, the Saint Paul Division of Parks and Recrearion and Neighborhood House are pastners in a project to
raise $26 million for construction of the PauI and Sheila Wellstone Center including community spaces, recreation and
education faciliries and office space; and
WHEREAS, the Commission reviewed and approved the recognition plan at its September 17, 2003 meeting, in
accordance with its April 29, 1999 policy allowing recognition of capital donations as part of an approved plan; and
WHEREAS, private financial support and fund raising from private individuals and groups, appropriately
recognized, is crucial to the success of the Wellstone Center capital improvement project; and
WHEREAS, Neighborhood House has proposed a donar recognirion plan which provides for the appropriate
aclmowledgment of private gifts to the Wellstone Center improvement project; and
WHEREAS, the Saint Paul Parks and Recreation Commission has requested the formal approval of the donor
recognition plan for the Wellstone Center by the Saint Paul City Council; now
BE Ti' RESOLVED, that the Saint Paul City Council hereby adopts the Neighborhood House Building and
Endowment Campaign Crift Acceptance and Recognition Plan.
FURTHER RESOLVED, that final decisions on donor recognition shall be made by the City of Saint Paul,
Division of Parks and Recreation after public review of the matter.

RESOLUTION 03-18
WIIEREAS, the Saint Paul Parks and Recreation Commission is an appointed body
established to advise the Mayor and City Council on long-range and city-wide matters related to
Parks and Recreation;and
WHEREAS, the Saint Paul Division of Parks and Recreation and Neighborhood House
aze partners in a project to raise $26 million for construction of the Paul and Sheila Wellstone
Center including community spaces, recreation and education facilities and office space; and
WHEREAS, on Apri129, 1999 the Commission adopted a policy allowing recognition of
capital donarions as part of an approved plan; and
WHEREAS, the Commission has reviewed the recognition plan at its meeting of
September 17, 2003; and
WHEREAS, private financial support and fund raising is crucial to the success of the
Wellstone Center capital improvement project; and
WHEREAS, opportunities for donor recognition that appropriately but modestly
aclrnowledge gifts will assist in efforts to raise funds from private individuals and groups; and
WHEREAS, Neighbarhood House has proposed a donar recognition plan which provides
for the appropriate acknowledgment of private gifts to the Wellstone Center improvement
project; now, therefore,
BE IT RESOLVED, that the Saint Paul Parks and Recreation Commission hereby
endorses the Neighborhood House Building and Endowment Campaign Crift Acceptance and
Recognition Plan.
FURTHER RESOLVED, that final decisions on donor recognition shall be made by the
