Hodroff to rezone from "A" Residence to Commercial, property located on the southeast corner of South Snelling and Scheffer Avenues. This property is further described as Lot 7, MecArthur Addition. This matter was considered by the Board of Zoning at its September 4, 1969 meeting. The staff reported that although the petition covers the entire lot only 4,770 of the total 10,070 square feet would be concerned since the property is already zoned Commercial to a depth of 100 feet. The proposed use of the property, which is now occupied by an older single-family dwell- ing, is a parking lot for an existing funeral chapel ldeated across Snelling Avenue. The Comprehensive Plan recommends medium density residential use for the site. Staff conclusions also noted that while off-street parking would be desirable for this business, the proposal represents commercial encroachment into a residential area which may be detrimental, especially to those residences fronting on the north side of Scheffer Avenue. Mr. Hodroff, the petitioner, explained the proposal noting that the parking lot would be well-kept and landscaped. He stated that the parking lot would normally not be used later than 3 P.M, and would help keep Snelling Avenue free of on-street parking. Mr. John Fandrey, a resident adjoining to the east, expressed concern that the proposed parking lot be properi;� screened from his property. Subsequently, it was the finding of the Board of Zoning that this property should be rezoned since it would be desirable to provide off-street parking. The Board, therefore, recommends approval of this petition to rezone from "A" Residence to Conunercial by a 5-0 vote; subject, however, to the condition that a fence of shrub screen be provided between the parking lot and Mr. Fandrey's property. Mr. Sorenson aumonarized the staff report stating that the ea�ire lot has a frontage of 190 feet aloag Scheffer Avenue and 53 feet along Snelling Avenue with an area of 10,070 square feet. The Camprehenaive Plan recommends reaidential use for this block on the east aide of Snelling Avenue in this area. The proposed use for the siCe is a parking lot to be used in conjunction wi�h the funeral chapel on the west side of Snelling Avenue. Adjoining to the south is another funeral home; north and east are aingle-family residences; and to the west along Snelling Avenue are Com�ercisl usea. He concluded that the west 100 feet of the lot ts zoned Commercial already, end that tha funeral hame needa more parking spaces. The essterly 90 feet which is to be rezoned, however, would xepresent encroachment into a residentisZ area which may be detrimental to the aingle-family homes on the north s�Lde of Scheffer Avenue. The petitioner, William A. Hodroff, said the rezoning is to provide additional off-street parking for viaitors to Che funeral home. Se stated he has the approval of the neighbors in the area, and thaC the parking lot will be well-kept and landacaped. He commented that there is almost never a funeral past 3 p.m., and that the new parking lot would help to keap Snell.ing Avenue free of on-street parking. There are apartments on ane aide of the funeral home bui�ding and a gas station on the other side. A single-family dwelling is to be razed to allow for the parking lot.
