all in accordance with plans dated Received August 29,
1969; subject to the condition that applicant install
a "Left Turn Only" sign at this exit from the parking
lot, and subject to the condition that this alley access
be closed when the parking lot is expanded in the future;
and further subject to the condition that said applicant—
permittee, and its successors and assigns, shall make due

Dear Mr. Marshall:
This is written in response to the application of Minnesota River Aviation,
Incorporated�for a permit to install a 44-car parking lot to be used in
conjunction with a Mr. Steak Restaurant. The property is located on the
south side of Concordia Avenue between Snelling Avenue and Asbury Street
and is further described as Lots 2, 3, 4, 5, Block 2, Snelling Park Addition.
This matter was considered at the September 4, 1969 Board of Zoning meeting.
The staff reported that this property containing about 21,500 square feet
was rezoned to Commercial in March, 1969 and the new restaurant is now under
construction. Resubmitted plans� incorporating the condition of the Traffic
Engineerimeet required design standards. This condition of the Traffic En-
gineer concerned the elimination of access to the alley at the rear of the
property.
Mr. Willia m S. Sadler, representing the applicant,stated that a duplex on
the site has been purchased by Mr. Steak. A Mr. D. F. Dolan viewed the re-
submitted plans and questioned the elimination of the alley access.
After some discussion it was the finding of the Board of Zoning, by a 5-0
vote, that the application should be approved subject to the condition that
the applicant meet with the Tnaffic Engineer and follow his recommendations.
Comments from the Traffi� Engineer dated September 4, 1969 indicate that
his office would permita� opening to the alley at the southeast corner of
the parking lot with the following conditions: 1) that the owner install
a "Left Turn Only" sign at this exit from the parking lot; and 2) that this
alley access be closed when the parking lot is expanded in the future.

Messrs. Brown and Sorensan and Miss Poechmana of the staff.
Mr, McPartlin attended Che meeting, but only voted on the matter
for Gross-Given Manufacturing Company, since Mra Cohen had to leave.
MINNESO'TA RIVER AVIATION, INCa: An application for a permit to fnstall a 44-car
parking lot Co be used in conjunction with a Mr. Steak Restaurant on property
located on the south side of Concordia Avenue between Snelling Avenue and Asbury
Street.
, Mr, Sorenson summarized the staff report seating that this property was rezoned
to Cmranercisl on March 8, 1969, w£th the idea that a Mr. Steak Reataurant v�ould
be built there. The plan meets the design standarda for off-stree� parking.
Oae 26-foot driveway will provide access to the psrkiag erea. The lot wiZl drain
to adjacent alleys. The Traffic Engineer iadicated approval if accese to the
eaet-west alley was eliminated. Ae also suggested wheel stops ar bumper-high
fence elong the alley.
Mr. Gauger questioned whether a building permi� can be issued if the parking lot
is not approved. Mr, Ames stated that a parking lot is not required for this use.
The applicant was represented by Mr. William So Sadles, who stated that a duplex on
the site hss been purchaaed by Mr. Steak.
Discussion followed oa the elimination of alley accesa which was shown on the
revised plan but which the applicant apparently had not approved.
Mr. Cohen moved for approval of the permit with the condition,that the applicant
meet with the Traffic Engineer and follow hia recomm�ndations. 'The motion was
seconded by Mre Gauger, and passed unanimously.
