1 W�1tEas, the use of information technologq by city departments has become an increasingly unportant
2 tool to provide high quality public services to the citizens of Saint Paul, and will become even more critical in
3 the future as the public familiarity with, and demand for, electronic government services continues to increase;
4 and
6 WHE�ns, it is in the interest of Saint Paul residents and business partners that local units of government
7 leverage their inveshnents in technology, business applications, and the collection, use and dissemination of
8 data to the extent that doing so minimizes costs of developing and maintaining the infrastructure and allows for
9 the acquisition and use of technology solutions that improve services and allow local governmental units to
10 operate more effectively;and

12 WHEREas, the Ramsey County League of Local Governments has identified as its top priority the
13 development of a county-wide joint powers agreement to create a Ramsey County Technology Coalition in
14 order to allow local units of government to more efficiently utilize technology and computer systems; and
15
16 WHExEE.as, the Joint Properiy Tax Advisory Committee has also identified the implementation of joint
17 efforts that result in efficient and cost effective services as a priority; and
18
19 WxEREws, the Ramsey County Board of Commissioners has adopted a resolution inviting the members
20 of the Ramsey County League of Local Governments and the City of Saint Paul to participate in a joint study to
21 assess the feasibiliry, opportunities, costs and risk of developing a shared management and technology entity to
22 meet the business needs of participating units of government; and

24 WxExEas, the proposed joint study is to be overseen by a Project Policy Task Force, consisting of
25 elected officials or their designees from government units participating in the study; and
26
27 W��as, this project is intended to allow elected officials, with the support of business and technical
28 staff, to assess the feasibility, opportunifies and risks of jointly owning and managing business information and
29 technology services that can meet the needs of two or more units of government in a cost- effective and efficient
30 manner while retaining and/or improving quality;

2 Now, T7-IE�FO�, BE IT RESOLVeD, that the City of Saint Paul shall participate with Ramsey County
3 and other units of local government in the joint study of a potential management and technology entity to meet
4 the needs of participating units of governments, and the City shall appoint two representatives to the Project
5 Policy Task Force: one Councilmember appointed by the Council President, and one representative of the
6 Admiiustration appointed by the Mayor.
