The Commissioner of Public Works� having had under consi�ration the preliminary
order of the Council known as Council File No. 245521 approved
September 9, �g 69 relative to 9rade and surface with bituminous material
and construct concrete curb and gutter on SIMS AVE, from Kennard St. to Flandrau
Street. Also construct sewer for storm water purposes. Also construct water service
connections (�-1914)
and having investigated the matters and things referred to therein� hereby reports:

GRADE. SURFACE. SIOPES AND SEWER The East-West alley in Bik. 3, Como
Rark 2nd Addition fran Churchill St. to Oxford St. and the I�rth-South
alley in said Blk. 3. f rom the East-West ailey to Hatch Ave. (G-i528).
The order to grade end su�rface this a11ey Ganes before the Cou�cil
based an a petition that has been on rtcord in the Department of Publtc
Works since November 28, 1961. Shortly after receipt of the petition
and after making �ngineering studies on the problem ailey, w�e wrote a
letter to the abutting property owrte rs informing them that because of the
absence of storm sewer system in the area, it wouid be impossible for us Lo
process the petition at that ti�ne. However, we did state that as soan
as storm water sewers remain available, we would process the petftion.
This is the reason that the petition is befo�e the Council at this
time as during the 1969 constr�ction seaso�, contracts were 1et for the
tnstaliation of thesa storm sewers.
The alley is a T shaped alley with the low point almost at the T
end. At the time Commissioner F�eter�on artd i viewed this alley, it
was practically impassable because of the water condition as it is a
rogular drainage basin, all water draining into the low point in the
sliey, For this reaso�, quite an extensive storm watec sewer wtli
heve to be installed, and it is aiso for this reason the estimated
cost of th�is alley is as high es it is being $9,$0 par assessabla foot.
W�e �, however, feel that this will be a large improvement not only to
thts particular biock but to tha whole area.
The Engi�eering recam�endation is for approval of the orde� as
written,
GRADE S RFACE 5 OPES CURB b GUTTER SIMS AVE. from Ken�ard St. to
landrau St. G-191 .
The order to grade a�d surface the above street comes before the
Council based on a p�tition signed by six property owners wha own
approxtmately 43,39b of the assessable frontage.
Sims Avenue from Flandrau to Ken�ard is an ungraded street with
only one garage facing the street. Access to this garage can be gatr�ed by a
s�nall roadway gcing from Stms Avenue app�oximately 120 feet west. Fran
the re to Kenna�d Street, the street is impassable with the aver�ge
autanobile.

No particular drainag� problems are expected, as Sims Avenue rises
to a height approximately 25 feet above Flandrau Street, the� dropping
off to Kennard Street. However, because of this condition and maximum
g�ades being established, several large cuts wiil have to be made in
order to construct this street, the largest cut being 23 feet in depth.
This, of course, requires the moving of 9,000 yards of dirt which raises the
price of construction considerably. The estimated rate for grading �n d
su�facing this street is $30.52 pe� front foot� however, we do not
anticipate Chat construction costs wiil ever �t any cheape� and,
therefare, the Engineering recanmendation is for approvai of the o�der
es written.
SANITARY SEWER in SIMS AVE. f rom Kenna�d St. to Flandrau St. (5-1402)
This project was initiated by the Department of Public Works upo�
receipt of a petition fran the abutti�g praperty owners. The purpose of
this proposed improvement is to provide sanitary sewer service to an area
thet is �aw not sewered.
There is also a grading and storm sewer proJect (G-1914) proposed
for this street and these contracts will be combined and awarded as one
proJect.
The cost of the sanitary sewer fs estimated at $12,282.00 and is
to be ft�anced entirely by assessment. The proposed assessment rate is
512.90 per assessable foat. This rate is somewhat higher than the
av�erage for a pro,ject of this type dufl to the necessity of relocating
a 24 inch water main.
There are no foreseeable construction problems to be encountered
in this project.
This project is to be constructed during the 1970 construction
season.
It is the Engineering recommendatio� that this order be passed.
