Preliminary and Final Plat Approval for GATEWAY VILLAGE
WHEREAS, Stonebridge Development & Acquisirion, LLC, Zoning File # 03-347-480) has submitted for City Council
approval the attached preliminary and final plat for subdivision of property at the northwest corner of Davern Street and
Norfolk Avenue to create 41ots to provide for new residenrial development; and
WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the recommended conditions, that
it meets the requirements of Chapter 67 of the Zoning Code; and
WHEREAS, notice of a public hearing before the City Council was duly published in the official newspaper of the City and
notices were mailed to each owner of affected property including all property situated within 350 feet of the subject property;
and
WHEREAS, the City Council held a public hearing on the proposed plat on October 1, 2003, where all interested parties
were given the opportunity to be heard and the Council considered all the facts and recommendations concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached preliminary and final plat
for GATEWAY VILLAGE at the northwest corner of Davem Street and Norfolk Avenue subject to the following
conditions:
1. The applicant grants the city, on a separate document, a pedestrian easement from West Seventh Street to Norfolk
Avenue.
2. The applicant revises the final plat prior to recording wiTh Ramsey County to show a water utility easement in
Wheeler Street between Graham and West 7th Street.
3. The applicant shall file a copy of the Council Resolution approving the plat with the Ramsey County Recorder's
Office.

E. ZONING CODE CITATION: §67.301 states that platting is required when a subdivision (1)
creates five or more lots or parcels each of which is 2'h acres or less in size, or (2) requires
paved streets, alleys and other public improvements, or (3) is previously unplatted land.
§67.406 provides criteria for review of subdivision applications. These criteria are covered
below under "Required Findings."
F. HISTORY/DISCUSSION: The Shepard Davern Small Area Plan, adopted by the City
Council on September 22, 1999, recommends mixed use redevelopment for the entire area.
The Sfiepard Davern Commercial Districf Overlay Disfrict (SDC) permits mixed use or
residential redevelopment at this location.

DISTRICT COUNCIL RECOMMENDATION: None received.
• H. REQUIRED FINDINGS: § 67.406 of the Zoning Code requires that all of the following
findings shall be made prior to approval of a subdivision:
1. Al1 the applicable provisions of fhe Legislative Code are complied with. City staff have

reviewed the proposed plat and have determined that all applicable provisions of city
codes are met.
2. The proposed subdivision will not be detrimental to the present and potenfial
surrounding land uses. The proposed plat is consistent with the surrounding land uses,
and will not be detrimental to present and future use of surrounding land.
3. The area surrounding the subdivision can be planned and developed in coordination and
compafibiliiy with the proposed subdivision. The area surrounding the proposed plat is
already developed and compatible with the proposed plat.
4. The subdivision is in conformance with the comprehensive plan. The subdivision is in
confocmance with the land use chapter of the comprehensive pian, which caits for
providing a range of housing types and values. It also conforms with redevelopment
plans for the area, inciuding the Shepard Davern Small Area Plan and Saint Paul
Gateway Project.
5. The subdivision preserves and incorporates the site's important existing natural features
whenever possible. The site is in a fully-developed part of St. Paul with no remaining
naturalfeatures.
6. All land intended for building sites can be used safely �vithout endangering residents by
peril from floods, erosion, confinuously high water fable, severe soil condifions or other
menace. The site is a flat, fully developed area with no flooding, erosion, high water
table or soil condition problems.
7. The subdivision can be economically served with public facilities and services. The
subdivision can be economicaliy served with public facilities and services from
surrounding streets.
STAFF RECOMMENDATION: Based on required findings 1 through 7, staff recommends
approval of the final piat for GATEWAY VILLAGE in the area bounded by West 7th Street,
Davern Street, vacated Munster Avenue, and Norfolk Avenue subject to the following
conditions:
1. The applicant grants the city, on a separate document, a pedestrian easement from
West Seventh Street to Norfoik Avenue.
2. The applicant shall file a copy of the Council Resolution approving the plat with the
Ramsey County Recorder's Office.
