1 WHEREAS, the Urban 'talization Action Program ) was created in 1987 with CF#87-1395 to fiuvtel State
2 and City funds more directly into neighborhoods for redevelopment purposes for a three-year time period; and
3 WHEREAS, geographic azeas eligible for applying for URAP were determined per Chapter 386, Laws of Minnesota
a for 1987, which provided for use of those census tracts with 1) at least twice the unemployment rate as the metropolitan
5 region, 2) median household incomes no more than half that of the metropolitan region, and 3) which is characterized by
6 substandard housing; and
� WHEREAS, LJRAP eligible areas continue to be used as the "target neighborhoods" for accelerated forfeiture of ta�c
8 delinquent properties as is provided for in §281.17 of Minnesota Statutes; and
9 WHEREAS, the eligible azeas for the LJRAP program were detennuied in 1987 using predominantly 1980 census data
� o which aze, in many cases, no longer reflective of the employment status, income and housing conditions in the City; and
i i WIIEREAS, 2001 amendments to §469.202 of Minnesota Statutes provide that Saint Paul may update with more
1z timely information, the boundaries of the URAP eligible azeas, now laiown simply as "target neighborhoods;" and
13 WHEREAS, the City of Saint Paul's Plamiing and Economic Development Deparhnent used 2000 Census income,
t4 employment status and housing age data to develop the attached map of tazget neighborhoods which meet the criteria
15 established in §469.202 of Minnesota Statutes; now therefore be it
16 RESOLVED, that the Saint Paul City Council hereby adopts the attached map, which specifies the following 2000
1 � Census Tracts aze the "tazget neighborhoods" to be used by Ramsey County for its admivistration of taac delinquent
i8 and tax forfeited lands in the City of Saint Paul.
