1 WI IEREAS, the urban fozest of Saint Paul is an essential natural resource which enhances the quality of life for our
2 residents and visitors; and
WHEREAS, data demonstrates that green areas facilitate the development and maintenance of stronger social ties
and individual well-being; and
5 WHEREAS, data demonstrates that urban trees provide net benefits 2-3 times the cost of planting and caring for
6 them over 30 years; and
7 WHEREAS, data demonstrates urban trees improve air quality, which makes the city a healthy place to live; and
8 WHEREAS, data demonstrates the values of residential property with trees and quality landscaping is 10-20%
9 higher than those without; and
10 WHEREAS, data demonstrates that urban trees are a significant factor in reducing storm water runoff; and
11 WHEREAS, data demonstrates that sales and rents per square foot of retail azeas are higher in areas with trees and
12 quality landscape; and
13 WHEREAS, the quality of the urban farest along Saint Paul's major commercial corridars would benefit from
14 additional community investment and thereby improve the overall quality of life; and
15 WHEREAS, the employment of special needs youth in community improvement promotes pride and skiil in the
16 participants while improving the community; and
17 WHEREAS, volunteer community action promotes pride and ownership in the community; and
18 WHEREAS, innovarive partnerships can enhance the quality of services provided to citizens of Saint Paul; and
19 WHEREAS, Tree Trust is a Saint Paul-based non-profit committed to improving the community environment by
20 providing education and employment experiences; and
21 WHEREAS, Tree Trust, in partnership with the Minnesota Dept. of Natural Resources, received a grant from the
22 National Urban and Community Foreshy Advisory Council and LCMR Minnesota ReLeaf program, in order to
23 partner with the Southeast Asian and Chinese American community organizations to plan, organize and plant trees;
24 and
25 WHEREAS, these trees will promote and foster economic, social and environmental benefits of green spaces along
26 University Avenue as the primary tree planting site in St. Paul; and

WHEREAS, a partnership between Tree Trust, its community partners, and the City of Saint Paul could create
resources to plant a better urban forest while also training new popularions in job opportunities related to forestry;
and
4 WHEREAS, Tree Trust is committed to working with the City of Saint Paul to achieve a shared goal of a healthy
5 urban forest; now
6 THEREFORE, BE IT RESOLVED, that the City of Saint Paul will support the efforts and wark in partnership with
7 Tree Trust, DNR and the SE Asian and Chinese communities to create a program that enhances public and private
8 tree planting and long term maintenance of said trees throughout the City of St. Paul and will support these efforts
9 for the benefit of all St. Paul citizens.
