PAUL COUNCIL NO. .� OFFICE OF THE CITY CLERK f"E C U IL RESOLUTION-GENERAL FORM PRESENTED BY COMMISSIONE � DATF WHEREAS, the voters of Saint Paul will vote on December 9 , 1969 , on an amendment to the City Charter which would authorize the imposition of an income tax, for the years 1970 and 1971, in the form of a surtax on State income taxes ; and WHEREAS, the Charter Commission has requested that the Council make known to the voters its intentions for using any moneys raised by such a tax during the year 1970 , Now, Therefore, be it RESOLVED, That upon a favorable vote of the people on December 9 , the Council hereby expresses its intention to use the moneys obtained by such surtax as hereinafter set forth: 1. That the 6 . 7 percent cut in the 1969 level of services carried out in the 1970 budget shall be restored. 2 . That manpower inadequacies in the Police Department demand the addition of 20 men, and therefore $193,200 shall be �added to the Police Department budget. 3. That inspection by fire underwriters clearly indicates that the shortage in the Saint Paul Fire Department demands the addition of 20 men, and therefore the araount of $193 ,200 shall `� be added to the Fire Department budget. ` 4. That the garb age collection account cannot maintain an adequate level of garbage collection under the present budget, and therefore $75 ,000 shall be added in order to assure a full year ` of adequate garbage collection service so necessary to the health of the city. �� 5. In order to insure that we shall have adequate maintenance of police and fire alarms and traffic signals , the amount of $50 ,000 shall be added to that budget. That statistics of the Commissioner of Taxation clearly indicate that the amounts collected by the proposed tax will be more than sufficient to cover the aforesaid amounts and that additional funds will likely be collected, and, therefore, all such additional funds shall be placed in escrow by the Comptroller to be used to fund the 1971 budget, so that there will be no additional tax demands on the people of Saint Paul.
