WHEREAS, the City Architect has requested the City Council to
hold a public hearing to consid.er the ad.visability and. necessity of the correction
or wrecking and removal of the single family dwelling at 1328 Thomas Street,
more particularly described, as the East 30 feet of Lot 13, B1ock 18, Synd.icate
No. 5 .ad.d.ition, because said building is reported. to constitute a hazardous struc-
ture, and.

RESOLVED, that a public hearing be held by and before the Council
of the City of 5aint Paul, in the Council Chamber of the Court House in said. city at
10:00 a,m. on Tuesday, December 2, 1969, to consider the advisability and
necessity of ord.ering the correction or wrecking and. removal of the structure

Re: File No. 1989--1328 Thomas
Gentlemen:
The Building Department is hereby submitting its report on
the condition of the property known as 1328 Thomas Avenue, a single family
wood frame d.welling with a partial basement. The size is 18 ft. wid.e,
14 ft. long and 16 ft. high.
The owner of record. is Clement E. Fuger of San Diego California
and the legal description of the property is the East 30 feet of Lot 13, Block 18,
Synd.icate No. 5 ad.dition.
A recent inspection indicates the following:
EXTERIOR. The chimney has loose bricks on that part of the
chimney which extends through the roof. Some of the s$ingles on the roof are
missing.
BASEMENT, The partial bas ement has no wind.ows. The ceiling
joist which supports the first floor are 2x8f0 placed 19" on center.
FIRST FLOOR. The ceiling and wa11s are deteriorating due to
roof leaks in the living room. The back room is one story high and. the interior
is not finished.. The ceiling height is 16 ft.
PLUMBING. There is no bathroom on the main floor; 'however,
there is a toilet and. shower head in the main basement.
ELECTRICAL . The electrical wiring is inadequate and does not
meet the recjuirements of the City Housing Cod.e.

HEATING. The furnace is forced. air with oil.
There are no accessory buildings on the premises.
Because of complaints from close neighbors on Thomas Street,
on November 14 the City Council ordered. the Public Works crews to secure
this building.
Inasmuch as the above structure constitutes a hazard. to public
health, safety and welfare by reason of inad.equate maintenance, d.ilapid.ation,
physical damage and abandonrr�nt, it is the recommend.ation of this Bureau
that the Council refer this matter to the City Attorney's office for condemnation
through the District Court.
