Dear Mr. Marshall:
This is written in response to the petition of Herman J. and Elizabeth
Katherine Bock, et al, to rezone from "A" to "C" Residence property located
on the south side of West Hoyt Avenue between Galtier and Marion Streets.
This property is further described as:
Lots 1-7, and 25-30, Block 12, Rice Street Villas.
The Board of Zoning conducted a hearing on this matter at its regular
meeting on October 16, 1969. The staff reported that the site is rolling and
above street grade. Several streets in the area have been recently improved.
It was reported that a new apartment development is under construction to the
east and that several large tracts have been recently rezoned to "C" Residence
in the area, indicating the recommendations of the Comprehensive Plan may no
longer be valid in this section of the city. The petitioner did not submit a
firm proposal or site plan with his petition.
Mr. Laurence Anderson, speaking in behalf of the petitioner, said that
the development would be multi-family and that no plot plan was available at
the present time.
Two residents of the area, Beverly Ryan and Kathleen Pierce, voiced their
objection to the rezoning of this property, expressing concern over the
preponderance of apartment buildings in the area, and the fact that off-street
parking is provided as required, but with most tenants having two cars, the
off-street parking is inadequate.
The Board of Zoning deliberated on the matter and found that the petitioner
did not present a definite plan, the area has a large number of apartments, and
the subject property is suitable for single-family development. Therefore, the
Board of Zoning recommends denial of this petition to rezone to "C" Residence by
a vote of 4-0.

this site and a large area west of Rice Street and north of Arlington Avenue.
Rezonings of large sites in the area to "C" Residence indicate the recommendations
for this area are no longer valid .

have been improved in the vicinity. A dirt track allowed the area to be viewed.
It was difficult to pinpoint any locations exactly. Sewers are installed iri the
