WHEREAS, L. E. McAulif � , for the past 34
years , served the City of Saint Paul w'�i�,h. distinction as a
police officer, and for the past 9 years as Chief of the
Bureau of Police , now having retired from public life ; and
� WHEREAS, the Bureau has , under his direction,
risen to a high position in the field of law enforcement
by innovations and techniques which he developed and imple-
mented, taking note of his reorganization. of the Bureau' s
operating structure, the installation of a modern communi-
cations system, data processing cost account�ng, car
leasing, originating planning personnel and community
relations units, leadership in fostering exemplary police
training and selection policies , and other successful
things , from new uniforms for the patrol division to a
police librarian, therefore be it
� RESOLVED� That the City Council , on behalf
of its members and on behalf of the citizens of the City
of Saint Paul, for whom he has devoted the greatestpart
of his life , hereby expresses its thanks to said L. E.
McAuliffe and through this resolution its appreciation
for his years of excellent, diligent and dedicated ser-
vice to the community; and be it
FURTHE R RESOLVED, That the City Clerk is
hereby directed to forward a copy of this Resolution to
said L. E. McAuliffe .
