WHEREAS, the Sister Ciries Intemational (SCn Program was iniriated by the United States in 1956 to establish
greater friendship and understanding on a person-to-person basis between the people of this country and other narions
through the medium of direct personal contact; and
WHEREAS, SCI has been endorsed by succeed'mg United States Federal Administrarions to be conducted for the
broad purpose of the exchange of ideas between cities of the United States of America and the people of other nations;

WHEREAS, the mutual interests between people in Saint Paul, Minnesota and Manzanillo, Colima present special
opportunity for these tcvo ciries to initiate educarional, cultural, and commercial exchanges; and
WHEREAS, the Port of Manzauillo, situated in Mexico has retained its history and character which will provide deep
and significant cultural ries to Saint Paul residents of Mexican background; and
WIIEREAS, a Saint Paul-Manzanillo Sister-city Friendship Committee was formed in August 2002 which has the
encouragement support of the Capital City Parinership, and the Minnesota Trade Office, and many local residents; and
WHEREAS, the Saint Paul-Manzanillo Sister-city Friendship Committee has developed a strategic plan and secured
support from the Mayors of both Cities;
NOW, THEREFORE, BE IT RESOLVED, by the Saint Paul City Council on behalf of the people of the City of
Saint Paul, does hereby resolve to establish a Friendship under the rules of Sister City International between the City of
Saint Paul, Minnesota and the City of Manzanillo, Colima for the purpose of expanding educarional, culh�ral, and
commercial ties between our cities and countries;
NOW, THEREFORE, BE TT ALSO RESOLVED, that the Saint Paul-Manzanillo Sister-city Friendship Committee
is hereby o recog nized by the Sa int Paul City Council.

Requesting the approval of the Saint Paul City Council to fom�alize the current Friendslup between the City of Manzanillo in the State
of Colixna, Mexico and the City of Saint Paul, Minnesota, USA. Council approval is required under the mandate of Sister Cities
International (SCI).

In Aug. '02, iuuuicipal & State officials frm Manzanillo & Coluna visited Mayor Kelly & entered into agrmt. to estab. formal ries btwn.
Manzanillo & St. Paul. A yeaz-long process of explorarion and crearion of Strategic Plan, have fulfilled the requirmts to establish a
Friendslup-city under rules of Sister Cities IntL (SCI), as well as the requiremts wluch have been estab. by the Manzanillo & St. Paul. A
deleg. from Colixna have traveled to St. Paul to wimess tlus historic xnoment.

In order for the Saint Paul-Manzanillo Sister City Friendslup to be recoa ;�ed by SCI, it requires approval by ffie mnnicipal government-
-in this case--the Saint Paul City Council. The Saint Paul-Manzanillo Sister City Friendship volunteer committee has developed a
sirategic plan to engage in educarional, cuh�uzl and commercial exchanges under tlus agreement.
