2 WFIEREAS, in Council File No. O1-646, the Council of the City of Saint Paul established,
3 pursuant to Minn. Stat. 462355, Subd. 4, the process to adopt an interim ordinance establishing
4 the Arcade Street Study Area and restricted the issuance or approval of zoning and building
5 pernuts within the said study area pending the effective date of a formal interim ordinance to

regulate the said study area: and
WHEREAS, in Council File No. O1-648, the Council duly established an interim ordinance
under Minn. Stat. 462355, Subd. 4 regulating the issuance or approval of zoning and building
pernuts within the Arcade Street Study Area for a period not to exceed tweive months; and
WFIEREAS, in Council File No. 02-514, the Council amended Council File No. O1-648, with
the intent that the interim ordinance be extended for an additional eighteen months beyond the
twelve months set forth in Council File No. O1-648; and
WHEREAS, it has been discovered that the title to Council File No. 02-514 refers to extending
the interim ordinance for an additional six months while the intent of the City Council was to
extend the interim ordinance for an additional eighteen months, for a total period of thirty
months, as is permitted by Minn. Stat. 462355, Subd. 4; NOW,1`HEREFORE,
BE IT RESOLVED, that it is the intent of the Counsel of the City of Saint Paul to clarify that
the interim ardinance established in Council Files No. O1-646 and O1-648 for a period of twelve
months was intended to have been extended for an additional eighteen months in Council File
No. 02-514; and

BE IT FURTHER RESOLVED, that the Council shall make the necessary amendments to
clarify and provide for extending the interim ordinance established in Council Files No. O1-646
and O1-648, and as contemplated in Council File No. 02-514, for the additional eighteen month
period permitted by Minn. Stat. 462355, Subd. 4, under a separate ordinance, and
BE IT FINALLY RESOLVED, that pending the adoption of that sepazate ordinance, the
regularions governing the issuance or approval of zoning and building permits withing the
Arcade Street Study Area established in Council File O1-648 shall remain in full force and effect.
